Summary

This position is located in the Executive Office for Immigration Review (EOIR), Office of Administration (OA), Space and Facilities Management Staff (SFMS). Space and Facilities Management Staff (SFMS) provides overall planning, management, and direction of both real property space and facilities management programs and personal property and logistics.

Responsibilities

The Building Management Specialist serves as a liaison for building management activities for an assigned group of Immigration Courts. Monitors the maintenance, repair, safety, accountability, space utilization and management, office layouts, remodeling, alterations, securing and maintaining appropriate levels of support services related to heating, air conditioning, water and electrical service needs, and janitorial and custodial services.

Duties include but are not limited to the following:
  • Planning, monitoring, and coordinating the assignment and utilization of the facilities, utilities, installed equipment, parking and layout for EOIR Courts.
  • Developing on-going overview of facility needs, conducts studies and writes reports and/or provides briefings to the Assistant Chief, Occupancy Management and/or other staff.
  • Acting as a liaison with GSA for all headquarters and field locations ensuring that all necessary maintenance, repairs, alterations or modifications are accomplished for facilities, equipment, and building systems.
  • Working with GSA to develop preventative maintenance for each of EOIR's headquarters and field locations.
  • Managing a variety of service functions within GSA and EOIR to provide building occupants with adequate facilities in which to conduct business.
  • Reviewing occupant use of space, needs, and alterations to accommodate rapidly changing tenant and mission requirements.
  • Coordinating actions within SFMS and GSA to develop and manage small post-occupancy projects.

Qualifications

In order to qualify for the Building Management Specialist position, you must meet the following time in grade requirements and minimum qualifications:

TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. (Please submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. If your eligibility for both merit promotion and/or time-in-grade cannot be determined, your application will be rated ineligible. Please see Required Documents for additional information). Time-in-grade requirements also apply to VEOA applicants having held a GS position in the past year.

FOR THE GS-13 LEVEL:

Specialized Experience:
Applicants must have at least one or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-12 grade level in the Federal service, performing the following duties:
  • Monitoring the assignment and utilization of the facilities, utilities, installed equipment, parking and layout for an organization;
  • Coordinating building operational requirements with various public services such as public utilities, police, and fire departments;
  • Helping analyze service request data to identify trends and develop solutions to solve ongoing problems with facilities, equipment, and/or building systems; and
  • Serving as a liaison between service providers on all matters pertaining to securing repairs and maintenance service, and improvements to the facility, ground and equipment.

    Additional information

    This position does allow for telework; however, the selectee will be expected onsite.

    This position is open to Competitive Merit Promotion, Non-Competitive, and Special Hiring Authority eligibles. You must meet the requirements for one of the following categories to be eligible.

    1. A current permanent competitive service employee; former Federal employee who achieved career status in the competitive service; or former Federal employee who served on a career conditional appointment without achieving career status in the competitive service who was separated less than three years ago. You must submit an SF-50 that reflects career or career-conditional (Tenure field is 1 or 2); AND status in the competitive service (Position Occupied field is 1).

    2. A Veteran applying under the Veterans Employment Opportunity Act (VEOA), must submit a copy of your DD-214 showing an honorable discharge. To be eligible, a veteran must be honorably separated and either a preference eligible or have substantially completed 3 or more years of active service. NOTE: Current career/career conditional federal employees applying under VEOA must submit a qualifying SF-50 to show they meet time-in-grade.

    3. A 30% or more Disabled Veteran: You must submit your DD214, a completed SF-15, and letter from the VA dated 1991 or later.

    4. Military spouses are eligible if their active duty military spouse: 1) receives a Permanent Change of Station move; 2) has a 100% disability rating; or 3) died while on active duty. Please submit supporting documentation.

    5.
