The primary purpose of this position is as The incumbent serves as the Director, HQ USSOCOM Cryptologic Office (SCO), collocated within the National Security Agency/Central Security Service (NSA/CSS) and serves as the authoritative representative of the Commander, HQ U.S. Special Operations Command (USSOCOM); the Director of Intelligence (J2)

Responsibilities

  • Manages Cryptologic Operations, Planning and Guidance for USSOCOM J2.
  • Exercises supervisory personnel management responsibilities. Directs, coordinates, and oversees work through subordinate supervisors.
  • Directs all Major Cryptologic Programs under the USSOCOM/National Security Agency Special Cryptologic Partnership.
  • Serves as the USSOCOM Commander and J2's senior representative for cryptologic matters within the U. S. Governments Signals Intelligence (SIGINT) function
  • Incumbent is responsible to ensure the core classified national information protection security disciplines of information are fully covered from a policy view point to ensure overall information protection requirements meet mission requirements.

  • Key: The duties of this position meets all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office
  • Mission Essential: This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.

  • The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
  • An advanced intelligence-related or professional/scientific degree is highly desirable.


Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, for Administrative and Management Positions

SPECIALIZED EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Mastery of a comprehensive range of intelligence research, collection methods and analytical applications and methodologies that includes the evaluation of many diverse sources of information utilizing multiple intelligence information systems in order to develop intelligence capability and threat assessments. Amasses and analyzes in detail intelligence data using multi-source analytical expertise from either regional or functional background/training to current and operational intelligence missions. Demonstrated knowledge of the national intelligence community,
Joint, DoD structure, organizations and mission/functions, inter-relationships and operations. Experience in the GG-0132 Intelligence Series includes positions concerned with advising on, administering, supervising, or performing work in the collection, analysis, evaluation, interpretation, and dissemination of information on political, economic, social, cultural, physical, geographic, scientific, or military conditions, trends, and forces in foreign and domestic areas that directly or indirectly affect the national security.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Knowledge of a comprehensive range of cryptologic intelligence operational methods, techniques, and practices to use in developing policy, mission authorization, and intelligence oversight documentation and to enable cryptologic intelligence capabilities.
  • Knowledge of national, DoD, USSOCOM cryptologic intelligence guiding policy, mission authorization and oversight documentation to expertly advise USSOCOM Commander and operational staff elements on cryptologic mission development and conduct.
  • Knowledge of USSOCOM organization and mission functions.
  • Knowledge of the national intelligence community, Joint, DoD structure, organizations, and mission/functions, inter-relationships and operations.
  • Skill in directing, managing and supervising the organizations activities through one or more levels of subordinate supervisors and within organizational budgetary guidelines and resource constraints.
  • Skill in communicating effectively with others, both orally and in writing, in working out solutions to problems or questions related to the work, writing clear and concise intelligence products, and delivering written and/or verbal presentations to senior level audiences for decision-making purposes.
  • Ability to maintain control of classified material, quickly assimilate disparate data, render knowledgeable and accurate assessments of the implication of such data, and make decisions, estimates, and recommendations under conditions of urgency and pressure based on mature judgment and experience and present and/or defend a position effectively.

  • PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

    VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.

    Tax Law Impact for PCS: On 22-Dec-2017, Public Law 115-97 - the "Tax Cuts and Jobs Act of 2017" suspended qualified moving expense deductions along with the exclusion for employer reimbursements and payments of moving expenses effective 01-Jan-2018 for tax years 2018 through 2025. The Federal Travel Regulation Bulletin (FTR) 18-05 issued by General Services Administration (GSA) has authorized agencies to use the Withholding Tax Allowance (WTA) and Relocation Income Tax Allowance (RITA) to pay for "substantially all" of the increased tax liability resulting from the "2018 Tax Cuts and Jobs Act" for certain eligible individuals.
