Responsibilities

The NRO will make selections at the GG-13 level for this position.

As a HUMAN RESOURCES SPECIALIST (CLASSIFICATION PROGRAM MANAGER) you will be responsible for the following duties:
  • Performs/manages/directs position classification activities to include the complete review and position evaluations of GS, GG and WG position descriptions to ensure Office of Personnel Management (OPM) Title 5 and Defense Civilian Intelligence Personnel Management System (DCIPS) Title 10 position classification standards and requirements are met.
  • Exercising delegated classification authority to develop and evaluate/certify position descriptions.
  • Applying a thorough and comprehensive understanding of position classification principles and concepts to interpret and adapt classification guides for sound classification and alignment decisions for requested positions.
  • Providing advisory services to senior management for all aspects of position classification, and position alignment requirements; and the requisite communication of these services on significant position classification problems or issues.
  • Anticipating and acting on problems that evolve from the complex and dynamic nature of organizations served, and to provide innovation solutions to accommodate managers' needs without compromising fundamental human resources management principles.
  • Planning and assisting with the implementation of reorganizations that involve major mission changes or sweeping realignment of positions and personnel.
  • Applying classification standards and supplemental guidance to the most effected occupations lo determine titles, series and grades, and position alignment.
  • Keeping abreast of trends and changes in classification concepts and philosophies, i.e., by developing procedures, techniques, implementation and administration when emerging from OPM and/or DCIPS.
  • Providing technical, advisory and consultative services to Cadre senior leadership.

This position is a Senior Level DCIPS position. DCIPS Senior Level positions include GG-13. The NRO is accepting applications from both current GS/GG-13 Federal Government employees and non-Federal Government employees for this position. Federal government employees, who are currently at a GS/GG-13, or equivalent may ONLY apply for a lateral assignment at their current grade level, and step.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills, and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly related to the work of the position to be filled. Experience must be reflected in your resume.

Specialized experience required for this position is:
  • Understands and applies knowledge of position classification concepts, principles, and practices related to structuring organizations and positions and determining the appropriate pay system, occupational grouping, title, grade level, and FLSA determination of positions.
  • Proven ability to analyze or provide contributions to the analysis of organizations for productivity and efficiency gains, and provides recommendations to management officials on the most effective position/skill mix, work processes, organizational structures, etc.
  • Demonstrated proficiency provide advice regarding organizational restructuring proposals that involve extensive analysis of a large, multi-mission, complex, or diverse organization.
  • Ability to advise, evaluate, and classify high graded and/or highly technical jobs including complex work situations and occupations within the organization.
  • Knowledge of evaluative and analytical techniques to identify and provide solutions to difficult problems; possessing the demonstrated ability to communicate both orally and in writing to present briefings and to conduct advisory services throughout. the agency.
