Responsibilities

This position is a mission critical occupation and is responsible for analyzing public health programs, policies and procedures to ensure that Health Resources and Services Administration meets its mission, goals and objectives.

As a Senior Public Health Analyst for HAB's Division of Policy and Data, you will carry out a wide variety of assignments associated with policy analysis, administration, operational and technical efficiencies of the Ryan White HIV/AIDS Program; and serve as a technical and programmatic link with relevant divisions within HAB and with other Bureaus and Offices in HRSA.

Your responsibilities include:
  • Serving as a senior project officer and conducting comprehensive research, review and analyses on a wide variety of HIV/AIDS related management and public health programs and policies.
  • Providing a wide variety of complex staff papers that address complex multi-functional study and analytical approaches, expert-level finding and cogent substantive recommendation.
  • Researching, evaluating, and preparing reports on key public health programs and policies that are central to the bureau or agency's mission.
  • Serving on review committees, workgroups, and public health task groups responsible for reviewing and developing programmatic procedures and guidelines.
  • Exercising management responsibilities related to the initiation, administration and/or close out of grants and cooperative agreements.
  • Providing technical advice for assistance in monitoring, managing and evaluating HIV/AIDS programmatic cooperative agreements, grants and/or other awards.

Basic Requirements for all Public Health Program Specialist Series, 0685 positions require that you demonstrate specialized experience in each of the following five competencies:
  • Knowledge of organizational, operational, and programmatic concepts and practices applied by public, private, or nonprofit agencies and organizations engaged in public health or other health-related activities.
  • Knowledge of the methods, processes, and techniques used to develop and deliver public health or health-related programs in State and local settings.
  • Knowledge of a specialized public health program.
  • Knowledge of, and skill in, the application of administrative or analytical methods and techniques necessary for working within the framework of a public health or related organization and carrying out specific program functions.
  • Skill in oral and written communications, gathering and conveying information, making oral presentations, and preparing reports, correspondence, and other written materials.
  • In order to qualify for this GS-14 position, your resume must clearly demonstrate that you have one full year of specialized experience comparable in difficulty and responsibility to at least the GS-13 level in the federal service.

    Examples of qualifying experience include the following types of tasks performed on a regular and recurring basis: analyzing, evaluating and providing advice and guidance on public health programs and policies; developing, implementing and managing the administration and operational policy aspects of HIV/AIDS programs; and managing and providing technical advice related to the initiation, administration of grants and cooperative agreements and other awards.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

    PUBLIC HEALTH POLICY - Develops and/or analyzes comprehensive public health policies by promoting the use of scientific knowledge in making decision and setting priorities.

    HIV/AIDS PROGRAMS - Knowledge of the concepts of HIV/AIDS Programs (e.g. Ryan White, PEPFAR, etc.); addressing legislation impacting HIV care and treatment services to people living with HIV and collaboratively working with cities, states and local community.

    GRANTS MANAGEMENT AND ADMINISTRATION - Acquires and applies critical financial concepts and practices, based upon a thorough understanding of the Federal Government, to administer grants and cooperative agreements in accordance with organizational needs and deadlines.
