The incumbent of this position serves as a Management and Program Analyst in a non- supervisory capacity within the Center for Development of Security Excellence Directorate of the Defense Counterintelligence and Security Agency (DCSA), a subordinate agency to the Office of the Secretary of Defense (OSD).

Responsibilities

As a MANAGEMENT AND PROGRAM ANALYST you will be responsible for the following duties:
- Directs and develops plans for project teams or other groups in accomplishing/producing projects/studies focusing on submission of national accreditation applications of security workforce professionalization programs. Leads projects and teams. Establishes goals and objectives; determines guidelines and priorities; and plans, directs, coordinates, tracks, controls, and evaluates the effectiveness and efficiency of program team projects.
- Executes role as a Security Certification(s) Program Manager, performing functions and overseeing processes for assigned certification(s), to include maintaining integrated master schedule, monitoring cost, schedule, and performance. Conducts analyses, identifies problems, proposes solutions, and take actions. Executes, monitors, and maintains assigned certification(s) and credentials. Prepares Program Management Reviews (PMR) and briefs leadership and co-workers.
- Analyzes and evaluates data on a quantitative/qualitative basis the effectiveness in meeting established goals and objectives. Plans projects, determines scope, organizes project teams, provides stimulus, monitors progress, intervenes when needed, evaluates progress toward project goals, observes constraints, and interfaces with vendors. Ensures projects are on time and within budget and confirms quality assurance.
- Evaluates and advises on organization, methods, data, and standard operating procedures pertaining to the Security Professional Education Development (SPeD) Program and national accreditation standards and ratings. Provides research and advisory services regarding the management, integration, and implementation of methods and procedures ensuring national accreditation standards are accounted for and met regarding current and emerging security certification programs.
- Supports outreach activities related to implementation and evaluation of certification programs for the Security Professional Education Development (SPeD) Program. This position requires coordination with national accreditation organizations, certification technical agent and SPeD stakeholders to include the Department of Defense Security Training Council, Under Secretary of Defense for Intelligence and SecurityUSD(I&S), DoD Components, ODNI, Federal Agencies, and other DCSA CDSE divisions/programs.
- Leads multi-agency working groups and project teams to design, develop, execute, and evaluate security education, training, and certification professionalization efforts. Team Lead to use tools in order to execute data exchanges and enhance analytical strategies to capture competency development and evaluation performance data.
- Supports management of SPeD Certifications and develops, analyzes, and evaluates new or modified program/management policies, regulations, goals, or objectives.
- Develops standard operating procedures and systems for assessing the effectiveness of the SPeD program and project management processes.
- Conducts ad-hoc security certification and accreditation program presentations.
- Knowledge at a level to serve as an expert in the application of a wide range of qualitative and/or quantitative methods for the assessment, improvement, and effectiveness or the improvement of complex management processes and systems.
- Knowledge of a comprehensive range of administrative laws, policies, regulations, and precedents applicable to the administration of one or more important public programs.
- Knowledge of program goals and objectives, the sequence and timing of key program events and milestones, and methods of evaluating the worth of program accomplishments.
- Knowledge of relationships with other programs and key administrative support functions within the employing agency or other agencies.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.

Specialized experience required for this position is: Analyzing and advising management on the evaluation of the effectiveness and operations or the productivity and efficiency of management; Providing qualitative and/or quantitative methods for the assessment, improvement, and effectiveness or the improvement of complex management processes and systems; Knowledge of relationships with other programs and key administrative support functions within the employing agency or other agencies; Plan, organize, and direct team study work and to negotiate effectively with management to accept and implement recommendations.

DCSA, as a newly designated Defense Agency is undergoing a multi-year transformation that includes a significant expansion of predecessor agencies' authorities and responsibilities. Mission accretion and associated growth in personnel and resources requires deliberate coordination and planning across operations and support activities to achieve effective outcomes while simultaneously establishing and integrating new activities, initiatives and projects. The new organization will be comprised of nearly 13,000 government and contractor personnel operation throughout the United States and overseas supporting stakeholders across the federal government.
