Summary

This position is located in the Department of Labor (DOL), Mine Safety and Health Administration (MSHA), Office of Standards, Regulations and Variances (OSRV), Regulatory Development Division. The incumbent performs a wide variety of assignments that support activities related to the development and promulgation of MSHA's standards and regulation.

This position is inside the bargaining unit.

Responsibilities

At the GS-11 and GS-12 level, duties may include:
  • Conduct review and analyses of federal regulations and standards concerning the health and safety of miners in the U.S.;
  • Assist in drafting the most complex, controversial or sensitive regulations concerning miner safety and health; and work with senior regulatory specialist to coordinate with a variety of offices and personnel in the Department of Labor to ensure regulations meet all legal requirements;
  • Prepare answers to questions and/or other correspondence received as a result of the proposed rules and rulemaking procedures; and researches, analyzes and reviews relevant and related policies and regulations; and
  • Communicate effectively both orally and in writing in order to represent the views of the Agency before diverse stakeholders and to operate effectively in an adversary environment;
  • Establish and maintain cooperative working relationships with high level officials both within and outside the Agency; and
  • Work on multiple projects simultaneously and prioritize work in a changing environment

Qualifications

To qualify for the GS-11, applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-09 in the Federal Service:

Specialized Experience is defined as:
  • Demonstrated experience in analyzing legislation, regulations, research findings, program/policy evaluations, and data to make sound, evidence-based, and data-driven policy recommendations;
  • Demonstrated experience coordinating cross agency efforts and preparing and presenting technical materials and complex issues to diverse stakeholders; and
  • Excellent writing skills including documented experience in the development of policy recommendations and briefing materials. If interviewed, applicants will be asked to provide written examples of their work in the above areas of required specialized experience.

Ph.D.

OR

equivalent doctoral degree

OR

3 full years of progressively higher level graduate education leading to such a degree

OR

LL.M., if related.

  • Demonstrated experience in analyzing legislations, regulations, research findings, program/policy evaluations, and complex or technical data to make sound, evidence-based, and data-driven policy recommendations;
  • Demonstrated experience coordinating cross agency efforts and preparing and presenting technical materials and complex issues to diverse stakeholders;
  • Documented knowledge of federal regulations related to workforce safety and health issues; and
  • Excellent writing skills including documented experience in the development of policy recommendations and briefing materials. If interviewed, applicants will be asked to provide written examples of their work in the above areas of required specialized experience.

There is no substitution of education for the required specialized experience for the GS-12.
