Summary

This position serves as a trainee Accounting Technician in the Financial Services Branch of the Resources Management Directorate, Defense Commissary Agency.

This is a developmental position. Work assignments are progressively complex and intended to broaden your skills and provide you with practical experience to prepare you to perform at the target grade level. At the target grade level, the major duties are:

Responsibilities

  • Provide technical assistance and guidance to Stores, Area Offices, HQ and DFAS personnel regarding accounting procedures for Coupons, VCMCC and Debit/Credit/EBT/WIC cards.?
  • Reconcile coupon redemption to STANFINS reports AVK-961 (DeCA /ASF Accounts Receivable Master Update) and AVK-965 (Vouchers for Transfers Between Appropriations and/or Funds) for commissary 1080 bills within the financial management system.?
  • Research exceptions to accounting transactions.?
  • Maintain a working knowledge of specific accounting and financial systems such as DeCA's Interactive Business Systems (DIBS), Standard Automated Voucher Examination System (SAVES); Accounting and Inventory Management System (AIMS), Commissary Advance Resale Transaction System (CARTS) and Coupon 2000 System; external defense agency systems such as Defense Information Systems Agency's (DISA) On-Line Report View System (OLRV), Electronic Document Access (EDA); and Wide Area Work Flow (WAWF); DFAS Standard Financial Systems (STANFINS); external private partner systems such as coupon clearinghouse coupon tracking system used in reconciliation with DeCA's Coupon 2000 system; VANTIV IQ used to validate debit/credit/EBT/EWIC card transactions and reconciliation with CARTS and EMERALD deposits; and U.S. Treasury's OTCnet system used to validate check information.
  • Input disclaimers per customers request, research bank letters, and monitor CARTS and EMERALD deposits and report checks not processed to OTCnet.
  • Research to resolve problems relating to Credit/Debit/EBT/EWIC card transactions, cash reconciliation, Return Check Management (RCM), Gift Cards, Miscellaneous Checks, Coupon Revenue, Vendor Credit Memo Credit Cards (VCMCC) transactions and Automatic Clearing House (ACH)/Electronic Funds Transfer (EFT) transactions along with WAWF receipt and invoice reconciliation.

Qualifications

To qualify for this position, by the closing date of this announcement, you must possess one of the following:

One year of specialized experience equivalent to GS-04 grade level that equipped you with the particular knowledge, skills, and abilities (KSAs) to perform successfully the duties of the position, and is directly in or related to this position. To be creditable, specialized experience must be at the GS-04 grade level or equivalent under other pay systems in the Federal service, military, or private sector. OR Four years of post high school education. Education must be from a college or university accredited by an organization approved by the U.S. Department of Education ( https://ope.ed.gov/accreditation/ ) and in an appropriate field of study as described elsewhere in this announcement. OR A combination of experience and education equaling 100% of the qualifications.

Examples of specialized experience include:
  • Providing customer service to employees, contractors, vendors, returned checks and credit card and debit card patrons.?
  • Preparing written responses to inquiries and correspondence requesting additional information related to customer service accounting, credit/debit card and checks.
  • Researching, reconciling and processing debit and credit card transactions between the banking system and the store account.
  • Researching void errors to debit/credit/EBT card transactions for retail organizations through the use of a financial institution accounting system.
  • Reconciling coupon redemption data using coupon clearinghouse software.
  • Performing a variety of accounting duties involved in the administration of revolving and appropriated funds.
