Responsibilities

ADDITIONAL INFORMATION: Job Description: Strategic Space Planner-NGA Campus East (NCE), Installation Operations Office (SIO), Space and Interiors (SIOI). The Strategic Space Planner works with leadership and the space team to develop enterprise level strategic space plans and solutions to support current and evolving operational mission needs primarily at NCE, while also collaborating with other NGA core facilities. Coordinates with customers to identify and resolve space and/or seating requirements IAW with the NGA Space Management Policy. Meets with customers to review and validate requirements to include needs for seating, IT, security, timelines, renovations and other space considerations. Manages official space requests using Customer Request Documents (CRDs) through NGA's Integrated Workplace Management System (IWMS), Archibus. Oversees the team responsible to manage and track space plans, moves, and related projects through the entire requirements process, ensuring regular coordination with customers, IT specialists, security, project managers and site teams. Co-Leads monthly Directorate Space Managers (DSMs) meeting where all DSMs discuss existing & emerging space/seating requirements, coordination of space moves, space swap agreements, and overall space concerns within the Agency. Supports the semi-annual space audit through visual inspection/walk-through of all NCE spaces. Leads the effort to improve and maintain veracity of space-related data in conjunction with NGA Data Corps support. Additional Information: Candidates must be able to react to quickly changing requirements and priorities. Candidates must be able to work independently with minimal supervision; possess excellent interpersonal and communication skills; and have strong organizational skills. There is an infrequent requirement to travel to other core NGA sites. For this particular job, applicants must meet all competencies reflected under the Mandatory Qualification Criteria. Upon placement into this position, the incumbent will receive notification of Defense Acquisition Workforce Improvement Act (DAWIA) certification requirement for a Level-II Career Field Facilities Engineer as required by the Component Acquisition Executive Office and SIO leadership. The incumbent will have two years to complete this certification requirement. SPECIAL REQUIREMENTS:
You must be able to obtain and retain a Top Secret security clearance with access to Sensitive Compartmented Information. In addition, you are subject to a Counterintelligence Polygraph examination in order to maintain access to Top Secret information. All employees are subject to a periodic examination on a random basis in order to determine continued eligibility. Refusal to take the examination may result in denial of access to Top Secret information, SAP, and/or unescorted access to SCIFs.

Employees with SCI access and who are under NGA cognizance are required to submit a Security Financial Disclosure Report, SF-714, on an annual basis in order to determine continued eligibility. Failure to comply may negatively impact continued access to Top Secret information, Information Systems, SAP, and/or unescorted access to SCIFs.

NGA utilizes all processes and procedures of the Defense Civilian Intelligence Personnel System (DCIPS). Non-executive NGA employees are assigned to five distinct pay bands based on the type and scope of work performed. The employee's base salary is established within their assigned pay band based on their unique qualifications. A performance pay process is conducted each year to determine a potential base pay salary increase and/or bonus. An employee's annual performance evaluation is a key factor in the performance pay process. Employees on term or temporary appointments are not eligible to apply for internal assignment opportunity notices.

This position is a DCIPS position in the Excepted Service under 10 U.S.C. 1601. Qualifications

MANDATORY QUALIFICATION CRITERIA: For this particular job, applicants must meet all competencies reflected under the Mandatory Qualification Criteria to include education (if required). 1. Space Utilization/Forecast. Experience in either commercial or US government facilities performing spatial analysis to develop efficient space utilization solutions that support customer mission(s). 2. Facility Data Management. Proficiency reading/interpreting digital blueprints and familiarity with Integrated Workplace Management Systems (IWMS) for facility data management. 3. Project Management. Experience in project management techniques, to include scheduling, resource estimation, impact assessment, and execution of competing requirements. 4. Leadership. Demonstrated ability to successfully lead a team under pressure, with multiple competing and changing due dates. 5. Communication. Demonstrated strong/effective customer support, interpersonal and communications skills, and organizational abilities. EDUCATION REQUIREMENT: A. Education: Degree in Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of Engineering with at least one program accredited by ABET; or (2) include Differential and Integral Calculus and courses (more advanced than first-year Physics and Chemistry) in five of the following seven areas of Engineering Science or Physics: (a) Statics, Dynamics; (b) Strength of Materials (stress-strain relationships); (c) Fluid Mechanics, Hydraulics; (d) Thermodynamics; (e) Electrical Fields and Circuits; (f) Nature and Properties of Materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental Engineering Science or Physics, such as Optics, Heat Transfer, Soil Mechanics, or Electronics. -OR- B. Combination of Education and Experience: college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional Registration or Licensure: Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. 2. Written Test: Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. 3. Specified academic courses: Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A. 4. DESIRABLE QUALIFICATION CRITERIA: In addition to the mandatory qualifications, experience in the following is desired:

1. Education. BA/BS degree or equivalent combination of education, training and experience in Architecture, Interior Design, or Space Planning. 2. Certification/Licensing. Project Management Professional (PMP) certification. 3. Space Management Specialist. 5+ years of experience in the Federal Government/Department of Defense facility management related field resolving space management problems. 4. Data Management/Visualization. Proficiency in Archibus, or similar IWMS, and AutoCAD; Familiarity with 3D rendering software to provide block and stack plans, data analysis and visualization; Experience with Data Science fundamentals.
