Responsibilities

This position oversees and directs the overall Exchange Services, which includes Retail, Vending, and Contracted Retail Services. Responsible for long-term planning, policy development, inventory management, sales promotions, operating standards, budgeting, disposition of merchandise, and personnel supervision. Monitors the merchandise program, communicates with Headquarters for sales plans, advertising needs, and other assistance as needed to meet the mission.

Directs product marketing and strategic planning, initiates market research and analyzes trends to make adjustments to maximize ROI. Monitors operational results and initiates proactive measures to meet sales goals and corrects failing strategies.

Serves as a subject matter expert and direct advisor to senior leaders in the organization for the assigned organizational division. Plans, organizes work, and manages internal procedures and resources to ensure maximum productivity and economies. Pursues action to ensure follow through on maximizing productivity and economies. Oversees preparation and approves internal office financial plans and related records and reports, and exercises authority on approved overall budget. Analyzes programs on a regular basis, and prompts initiation of corrective action to ensure support of operating programs of MCCS. Oversees management of new property resources and may provide direction on facility renovations and improvements. Develops long range plans in conjunction with internal operating directives, and exercises internal personnel management authorities as delegated by the MCCS Director.

Directly or indirectly through subordinate supervisors supervises employees. Counsels and trains employees, schedules and directs work, appraises work performance. Approves or disapproves leave, and personnel actions. Must be alert to substance abuse and take appropriate action. Effectively supports the Marine Corps Equal Employment Opportunity and Sexual Harassment policies, and ensures compliance with fire, safety, and other environmental issues and programs. Oversees maintenance and enforcement of the security of resources and develops procedures to minimize the potential for fraud, waste and abuse

Develops and ensures implementation of an activity safety program in accordance with Base Safety directives. Ensures conduct of safety meetings. Advises employees of available safety regulations, instructions, materials and equipment. Promptly reports workplace accidents to the Human Resources Office. Ensures safety training is provided to employees. Complies with OSHA standards and takes action to correct unsafe or unhealthy working conditions. Ensures employees understand safety infractions that can result in disciplinary actions, and follows through with appropriate action. Ensures minimal loss of duty by complying with "Return To Work" program initiatives, and following up on employee wellbeing.

This is a white-collar position where occasional lifting up to 20 lbs may be required.

EVALUATIONS:

Qualifications

OPTION 1:

1. Bachelor's Degree in Business/related field.

2. Minimum of 5 years Retail Experience

3. Minimum of 5 Years experience managing a large retail sales program with multi-site locations; i.e., troop stores, convenience stores, and main store with a variety of service lines.

OPTION 2

1. Minimum 10 years Retail experience

2. Minimum 5 years experience managing a large retail sales program with multi-site locations; i.e.., troop stores, convenience stores, and main store with a variety of service lines.

ALL CANDIDATES:

- Skilled in long-term planning, policy development, inventory management, sales promotion, operating standards, budgeting, and personnel supervision

- Knowledge of developing retail pricing strategies, establishing measurable sales, profitability and productivity goals, reviewing and approving pricing agreements.

- Knowledge of monitoring operational results and initiating proactive measures to meet sales goals.

- Proficient in Microsoft Office (Word, Excel, PowerPoint)

- Proven track record of managing a diverse workforce and leading teams of various sizes.

- Ability to build strong partnerships and strategically influence others.

- Strong financial and analytical skiills a must

- Excellent written and verbal communication skills required.
