Responsibilities

CISE's mission is to enable the U.S. to uphold its leadership in computing, communications, and information science and engineering; promote understanding of the principles and uses of advanced computing, communications, and information systems in service to society; support advanced cyberinfrastructure that enables and accelerates discovery and innovation across all science and engineering disciplines; and contribute to universal, transparent, and affordable participation in an information-based society.

This position is located in the Office of Advanced Cyberinfrastructure (OAC) within the Directorate for Computer and Information Science and Engineering (CISE). OAC supports and coordinates the development, acquisition, and provision of state-of-the-art cyberinfrastructure resources, tools, and services essential to the advancement and transformation of science and engineering. OAC also supports forward-looking research and education to expand the future capabilities of cyberinfrastructure in core areas including: advanced/high performance computing systems; data/software cyberinfrastructure systems and services; advanced/high speed networking at the campus, regional, national and international scales; cybersecurity; and learning and workforce development, which addresses key workforce issues that develop and maintain the cyberinfrastructure systems and enable researchers to use these systems effectively. By fostering a vibrant ecosystem of technologies and a skilled workforce of developers, researchers, staff and users, OAC serves the growing community of scientists and engineers, across all disciplines, whose work relies on the power of advanced computation, data-handling, and networking. The responsibilities of the NSF program officer are guided by the goals of NSF's Strategic Plan: to enable the United States to uphold a position of world leadership in all aspects of science, mathematics, and engineering; to promote the discovery, integration, dissemination, and employment of new knowledge in service to society; and to achieve excellence in U.S. science, mathematics, engineering, and technology education at all levels. To achieve these goals, NSF staff employ core strategies including developing intellectual capital, strengthening research infrastructure, integrating research and education, and promoting partnerships.

Specifically, we are looking for multiple candidates to fill several open Program Director positions in the following Cyberinfrastructure topic areas:
  • Learning and Workforce Development
  • Software and Data
  • Cybersecurity
  • Advanced Computing

MAJOR DUTIES AND RESPONSIBILITIES

Program Planning and Management
  • Applies scientific expertise and judgement to the overall planning and strategic management of assigned research, education, and infrastructure programs and proposals and advises and assists the Office Director or Deputy Office Director, as requested, in the development of long-range plans.
    • Performs short- and long-range planning and establishes goals, objectives, plans, and funding opportunities for assigned research programs.
    • Plans the budget for assigned programs considering past, present and future fiscal years, allocates resources within that budget distributing scarce resources among major competitive programs, and manages post-award evaluation to ensure a diverse portfolio that contributes to OAC and NSF's Strategic goals.
    • Incorporates cross-directorate responsibilities into program administration including leading working groups
  • Collaboratively oversees and manages the merit review and decision process for assigned programs and proposals.
    • Manages an effective, timely review process with attention to increasing the size and quality of the reviewer pools and ensuring participation by under-represented groups such as women, minorities, and scientists with disabilities.
    • Ensures integrity and consistency in the grant recommendation and declination decision process free of conflicts of interest.
    • Processes and completes award and decline actions to meet performance standards, and ensures that proposals comply with NSF policies, subject to constraints imposed when proposals are jointly funded with other agencies or directorates.
    • Develops internal review packages for higher-level CISE and NSF approval processes as appropriate.

Communication, Coordination and Liaison
  • Prepares program solicitations, annual program reports, oral presentations and other materials consistent with NSF and OAC strategic goals and that inform internal and external stakeholders.
  • Coordinates and liaisons within NSF, other Federal agencies and interagency working groups, and other organizations as appropriate.
  • Participates in both in-reach and outreach activities that seek to broaden the participation of underrepresented communities in OAC and NSF activities

Qualifications

Candidates must have a Ph.D. in Computer Science, Mathematics and Statistics, Social sciences or Engineering, plus after award of the Ph.D., six or more years of successful research, research administration, and/or managerial experience pertinent to the position; OR a Master's degree in Computer Science, Mathematics and Statistics, Social sciences or Engineering, plus after award of the degree, eight or more years of successful research, research administration, and/or managerial experience pertinent to the position.

This position is outside the competitive civil service.
