Selected students will assist senior HR specialists in all areas of federal human resource management, with focus on one of the following specialty areas: recruitment, staffing and classification, talent acquisition, workforce planning, executive resources, workforce support programs, employee training and development, HR information systems, benefits, policy and programs, or employee and labor relations.

Major duties in this Student Trainee position may include, but are not limited to:
  • Preparing new hire case files, draft and extend tentative job offers, coordinate security investigations and drug testing, draft and extend firm job offers, coordinate and establish entry-on-duty (EOD) dates, communicate with new hires, and assist with new hire orientation.
  • Manipulating and retrieve personnel data from various personnel databases for reports or other uses by HR specialists.
  • Performing fact-finding research, documents findings, and assist HR specialists with the preparation of employee or labor relations cases.
  • Consolidating reports, perform statistical analysis, create and maintain spreadsheets or databases, design data analysis and charts, prepare briefings, letters and memos; maintain files and guides.
  • Providing technical and administrative duties in support of training courses.
  • Attending job fairs and internal functions as a representative.

  • Students are required to stay enrolled at least half-time per semester to continue participation in the Pathways Internship Program and provide verification (transcripts) of successfully completion of courses every semester.
  • Applicants who graduate college at the conclusion of the Spring 2021 semester may only be considered if they remain enrolled and are also accepted for enrollment for the Fall 2021 semester.
  • Your schedule during the academic year is negotiable. During school breaks and summers, travel to/from the official duty station and housing expenses, will be at the student's expense.
  • Students are require to remain in good academic standing which is defined as initially possessing a grade point average (GPA) of 2.5 or higher and maintaining it while employed in the Pathways Internship Program.
  • Interns are on a trial period throughout the course of the internship.
  • If interns successfully completes the internship requirements and they are converted to the competitive service, time spent in a trial period will count towards the required one year probationary period.


Pathways Internship Eligibility
You must have a minimum 2.5 GPA and be currently enrolled, or accepted for enrollment, on at least a half-time schedule as a student at an accredited college (including 4-year colleges/universities, community colleges, and junior colleges); professional, technical, vocational, and trade school; advanced degree programs (e.g., graduate school, law school); or other qualifying educational institution pursuing a degree or certificate. Certificate programs must be one academic year in duration. (Must be provided and you must meet the definition of a student throughout the duration of the appointment)

You qualify for the GS-05 grade level (starting salary $$39,291.00) ifyou have completed four (4) academic years of post-high school study leading to a bachelor's degree or equivalent degree from an accredited college or university. (Copy of transcripts must be submitted)

You qualify for the GS-07 grade level (starting salary $48,670) if you possess one the following:
  • Completion of 1 full academic year of graduate level education.
  • A bachelor's degree from an accredited college or university, AND meet one of the following provisions of Superior Academic Achievement:
  • Maintained a grade-point average of "B" (a GPA of 3.0 or higher) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum;
  • Maintained a grade-point average "B+" (a GPA of 3.5 or higher) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum;
  • Rank in the upper one-third of your class in the college, university, or major subdivision; OR
  • Be a member of a national honor (other than freshman honor societies) recognized by the Association of College Honor Societies.
  • Please submit a college transcript(s) showing your grade point average for all four years of undergraduate study, including all transferred courses.

    Major/degree in Human Resources is highly desired.

    NOTE: GPAs are to be rounded to one decimal place. For example, 2.95 will round to 3.0 and 2.94 will round to 2.9. If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail or similar basis, your claim must be based on class standing or membership in an honor society.

    Interns may be converted to a permanent position (or, in some limited circumstances, to a term position lasting 1-4 years) within 120 days of successful completion of the internship program. Eligibility for conversion does not guarantee that CISA will offer conversion.

    To be eligible for conversion, Interns must:
    • Be a United States citizen
    • Complete at least 640 hours of work experience acquired through the Internship Program.
    • Complete a course of academic study at a qualifying educational institution
    • Meet the qualification standards for the position to which the Intern will be converted.
    • Must maintain at least a 2.5 GPA throughout the entire internship appointment.
    • Perform their job successfully.
    • Agencies may also waive up to one-half (320 hours) of the 640-hour minimum service requirement when an Intern completes 320 hours of career-related work experience under an Internship Program appointment and demonstrates high potential by outstanding academic achievement and exceptional job performance.
    • Agencies may evaluate, consider and grant credit for up to one-half (320 hours) of the 640-hour service requirement for comparable non-Federal internship experience in a field or functional area related to the student's target position.
    • Time spent under previous Internship Program appointments may count towards required work experience hours.

    This opportunity follows a standard promotional path:
  • Internship selection will be made at the GS-05 or GS-07 level. These grade levels are what typically college students may qualify. You must be an enrolled student, or accepted for enrollment in the next immediate semester, at the time of your first day of your internship.
  • Within 120 days after completion of internship requirements, you may be eligible for conversion to the entry-level for the target occupation. Entry level for these positions are typically GS-07 or GS-09 level. The actual grade level at the time of conversion depends on academic achievement and other factors.
  • The full performance level of this position upon conversion is GS-12.
  • Progression from the entry-level to the full performance level for this occupation will depend on successful completion of all requirements for promotion. Promotions may be considered after a year at each grade level, but are not guaranteed to occur on a specific time schedule.
  • Interns hired through this announcement may be promoted though the GS-09 level while serving as an intern. Student interns who successfully complete the program requirements will be eligible to convert into positions that may have a full performance level of up to GS-12.
