Responsibilities

The U.S. Secret Service is seeking retired (CSRS/FERS) individuals to support our integrated mission and immediately impart their knowledge and experience to the current workforce. If re-employed under a Dual Compensation Hiring Authority with an OPM approved salary off-set waiver granted to the Secret Service, annuitants are able to earn their full salary and their full annuity without penalty.

The USSS employs retirees under one of the Dual Compensation Hiring Authorities below:

Selectee will serve as Contract Specialist in the Office of Enterprise Readiness, Procurement Division. Typical work assignments include:
  • Procure and plan acquisitions for standard or specialized items, services, and/or construction contracts where specifications have become standardized and established competitive markets and price competition exist.
  • Review requisition package for adequacy, consistency, and compliance with administrative, regulatory, and procedural requirements.
  • Develop solicitations and evaluate responses. Compile complete bidders' list from qualified applications, knowledge of suppliers, contacts with trade associations, Small Business Administration, or other sources.
  • Prepare and issue solicitation documents selecting appropriate clauses, ensuring clear and complete specifications, including packing and delivery requirements or other routine supplemental stipulation.
  • Use primarily firm fixed-price, time and materials, indefinite delivery, or similar contracts when historical and precedent data are available.

Qualifications

Basic Qualifications:

You must demonstrate at least one (1) year of the defined specialized experience equivalent to the next lower grade and meet the Office of Personnel Management (OPM) Individual Occupational Requirements (IOR).

Specialized Experience

Specialized experience is defines as:
  • GS-12: You qualify for the GS-12 level (starting salary $86,335) if you possess one (1) year of specialized experience equivalent to the GS-11 level performing duties such as interpreting and applying contracting policies, compiling acquisition information, reviewing requisitions for adequacy of the statement of work; soliciting pricing proposal or quotations, awarding purchase orders and/or contracts; and preparing necessary documentation to support award decisions and resolving any contractor performance issues.
  • GS-13: You qualify for the GS-13 level (starting salary $102,663) if you possess one (1) year of specialized experience equivalent to the GS-12 level performing duties such as developing preparing, and presenting terms and conditions in proposals related to the award of contracts: negotiating and awarding contracts, analyzing proposed price or costs; and formulating procurement strategies for the acquisition of supplies or services.
  • GS-14: You qualify for the GS-14 level (starting salary $121,316) if you posses one (1) year of specialized experience equivalent to the GS-13 level performing duties such as serving as a Warranted Contracting Officer with limited or unlimited authority and/or progressive contracting experience which reflects contracting technical breadth/depth through increased responsibilities; providing authoritative interpretation of regulations, procedures and policies pertaining to contracting; managing, planning, directing and coordinating the work of junior specialists; and providing direction and guidance for all phases of cradle to grave contract administration/management.

Certification Requirements: The GS-12 requires a FAC-C Level II certification; The grade GS-13 and GS-14 requires a FAC-C Level III certification. Proof of certification must be submitted with resume.
