Responsibilities

The incumbent serves as the Information Systems Security Manager (ISSM) for the Office of the Chief Information Officer (OCIO); responsible for the confidentiality, integrity, and availability of systems, networks, enclaves, and data through the planning, analysis, development, testing, implementation, maintenance, and enhancement of information systems' security programs, policies, procedures and tools on the DCSA enclave.

As an IT SPECIALIST (INFOSEC) you will be responsible for the following duties:

Applying extensive, in-depth knowledge of National Security issues, infrastructure protection
initiatives, information operations, political, strategic and sociological policy in providing
executive oversight, scientific and programmatic guidance regarding the development and
implementation or protection planning, policies, processes, methods, tools and procedures

Integrating information systems security standards, requirements and practices into DCSA
technology endeavors

Promoting awareness of security issues among all systems/networks/enclaves stakeholders
and ensure sound security principles are reflected in DCSA'S visions and goals

Ensuring the rigorous application of information security/cybersecurity/computer network
defense policies, principles and practices in the delivery of all systems/networks/enclaves
services

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.

Specialized experience required for this position is: Knowledge of the principles, concepts and methodologies of computer systems security requirements in support of the organization's certification work. Familiarity of current automated information systems security developments as they relate to hardware, systems software, cloud computing (SaaS, PaaS, IaaS), telecommunications and systems design and development techniques to provide advice and guidance on issues such as alternative security packages, acquisition and use. Providing technical guidance and assistance to individuals working on the Assessment and Authorization Program involving state-of-the-art computer systems, FedRAMP program, security authorization strategy for integrated cloud-based systems, including telecommunications. Developing new methods, techniques and procedures.

Specifically you will be evaluated on the following competencies:

1. Cybersecurity: Protect and defend information and information systems in order to ensure confidentiality, integrity, and availability. (AKA Information Assurance)

2. Information Technology Policy and Planning: Develop and promulgate Information Technology strategy, policy, guidance and plans. Monitor to ensure consistency and compliance.

3. Network Operations: Implement, operate, monitor, troubleshoot and/or maintain network systems and associated activities.

4. Oral Communication: Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

This position requires an Information Assurance (IA) certification in accordance with DoD Directive 8570.1 and DoD Manual 8570.1-M/8140-M. The incumbent must possess an appropriate and current IA certification, acquire an appropriate IA certification within six (6) months of appointment to this position, and maintain the currency of the appropriate IA certification throughout the tenure of the appointment. The incumbent must sign a Statement of Understanding regarding the IA certification requirement and maintaining the appropriate certification is a condition of employment.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.

DCSA, as a newly designated Defense Agency is undergoing a multi-year transformation that includes a significant expansion of predecessor agencies' authorities and responsibilities. Mission accretion and associated growth in personnel and resources requires deliberate coordination and planning across operations and support activities to achieve effective outcomes while simultaneously establishing and integrating new activities, initiatives and projects. The new organization will be comprised of nearly 13,000 government and contractor personnel operation throughout the United States and overseas supporting stakeholders across the federal government.
