Summary

This position is located in the Congressional Relations Division of the Deputy Comptroller of Public Affairs Department. As the Congressional Affairs Specialist, you will maintain relationships with Congressional staff, industry legislative affairs offices, senior OCC officials and others serving in roles in legislative issues affecting the Office of the Comptroller of the Currency (OCC) and the national banking system.

Responsibilities

As a Congressional Affairs Specialist, you will:
  • Establish and maintain productive and professional relationships with Congressional staff and facilitate an effective, two-way exchange of information between the OCC and the congressional offices. Schedule briefings, meetings, presentations with congressional staff and OCC subject matter experts in response to Congressional Committees to answer staff questions, to provide feedback on legislative initiatives or to showcase OCC talent and expertise.
  • Attend congressional hearings and prepare written summaries to distribute to various OCC staff and agency leadership. Monitor congressional activities and hearings, write summaries of the hearing/ briefing that include information relevant to the OCC, the financial services industry, the economy or Comptroller priorities.
  • Prepare OCC witnesses to testify at congressional hearings and prepare written responses to congressional inquires, including constituent inquiries, as necessary. Write testimony and develop testimony briefing materials.
  • Advance agency priorities and monitor specific legislative issues important to the OCC and provide analysis to the Director, the Deputy Comptroller for Public Affairs, senior OCC officials, and the Comptroller.

• Successfully complete a background investigation that includes criminal history, financial history (including a credit check) and other information to obtain and maintain a Public Trust (Moderate Risk) clearance.

Qualifications

You must meet the following requirements by the closing date of this announcement:

You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the NB-IV or GS-11 grade level in the federal service. Specialized experience for this position include:
  • Interacting with, responding to, and advising Congress, Congressional staff and/ or State government officials on organizational programs and activities AND
  • Counseling and advising Directors or Executives and senior officials on congressional and legislative matters. AND
  • Reviewing and preparing legislative documents, hearing summaries, and congressional testimony.

The experience may have been gained in the public sector, private sector, or through volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
