Summary

About the Position: Serves as the Chief of Staff for the G4357 Directorate with responsibility to provide staff synchronization and integration across all directorates in the HQDA G4. Primarily responsible to assist the G4357 principal in integrating and synchronizing all operations and taskings across all DCS, G-4. May be required to report to a COOP location as needed, or work from Fort Belvoir location for a certain percentage of time.

Responsibilities

  • Make recommendations for appointments, promotions, awards, and reassignments. Confer with key staff regarding problem areas and projected major changes in the assigned mission.
  • Enact necessary disciplinary measures such as warnings and reprimands and recommends appropriate action on more serious infractions.
  • Responsible for developing improvement goals, measurement criteria, and strategies for effecting improvements.
  • Manage decision packages supporting logistics programing and planning. Conduct business case analysis, define resources, technology direction, propose management alternative and recommendation.
  • Participate in budget reviews in order to determine best plan of action for long range staffing needs. Coordinate with directorates to integrate estimates, complete assessments, and execute reforms.
  • Evaluate the effectiveness of operations directed in terms of mission accomplishments, quality and quantity standards, procedural, policy, and regulatory compliance, and technical competence. Establish cross functional teams with HQDA G-4.
  • Identify and engage key stakeholders in support of process improvement and technology deployment. Provide expert advice, policy guidance, and instructions to all subordinate personnel. Represent the organization at appropriate meetings.

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret security clearance or access for the duration of employment.
  • This position has a Temporary Duty (TDY) or business travel requirement of 20% of the time.
  • This position is subject to pre-employment drug screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
  • A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.

In order to qualify, you must meet the education and/or experience requirements described below. To qualify for this position you must meet the qualification requirements listed below:

Specialized Experience: One year of specialized experience which includes: Providing leadership to civilian and military personnel in performing duties such as assigning work, setting priorities, evaluating performance, providing feedback on work assignments, making or recommending selections for subordinate positions; assisting with hearing or resolving grievances or employee complains; reviewing or approving performance or disciplinary actions; developing metrics for analyzing production data to assess program performance and effectiveness; participating in the development of strategic plans, to include tracking and reporting on accomplishments of program goals and milestones that determine program efficiency. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14).
