Summary

This position is located in the Livestock, Poultry and Grain Market News Division, Livestock & Poultry Program. The purpose of the Market News program is to provide current, accurate, and impartial data and information on the distribution, prices and other factors. The incumbent serves as Assistant to the Division Director, and as such, assignments are extremely varied and cover the entire range of the Division operations, as well as provide support for the Livestock & Poultry Program.

Responsibilities

  • The duties described are for the full-performance level.
  • The duties may include, but are not limited to:
  • Aids the Director and Deputy Director in directing and coordinating the execution of Division policies and programs.
  • Reviews and evaluates operations to determine their effectiveness or deficiencies and to promote more efficient methods of handling the work.
  • Assist the Field Chiefs, supervisors, and Officers-in-Charge in developing and maintaining current Federal-State Cooperative Agreements
  • Responsible for representing the Division and the Livestock and Poultry Program at various Agency and Departmental meetings as assigned.
  • Responsible for handling a variety of oral and written requests for data, received from other offices of the Program, other Federal and State Government agencies, the public and others.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.

FOR THE GS-13 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-12 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
  • Write a variety of briefing papers, policy statements, correspondence, talking points, and issue summaries that communicate technical livestock, red meat, poultry, egg, grain, hay, feedstuff, local and regional, in addition to other commodity content to diverse audiences.
  • Represent the organization to internal partners, external industry contacts, and the general public in order to explain, justify, and negotiate organization's policies and decisions.
  • Excellent written and verbal communication skills and be familiar with the terminology used in the livestock and/or red meat industries and have the ability to convey proper meaning.
  • Serve as a team lead in the assigned commodity area, have the ability to follow assignments, give direction on assignments, meet deadlines, and track milestones/accomplishments in a high pace environment .
  • Reviews and evaluates program operations to determine their effectiveness or deficiencies and recommends efficient and effective methods of performance to determine desirable changes in programs or their operations.

Note: There is no education substitution for this grade level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

  • Physical Demands The work is primarily sedentary. There may be some standing, walking, bending, and carrying of light items such as books and files.
    Work Environment The work is performed in a typical office setting with occasional travel.
