Responsibilities

Due to the current events surrounding COVID-19, telework will be mandatory. When it is determined that EXIM will be moving to the reopening phase, the expectation will be to physically return to the office. Telework days and any waiting periods for eligibility will be determined at that time.

This position is located in the Export Import Bank of the United States, in the Office of Small Business, in the Minority and Women Owned Business Outreach Division (MWOB). The Office is responsible for carrying out the mandate of Section3(i) of the Agency's charter which specifies that the President of the Bank shall establish an office within the Small Business Division which shall "continue and enhance outreach activities of the Bank with respect to, and increase the total amount of loans, guarantees, and insurance provided by the Bank to support exports by socially and economically disadvantages small business concerns(asdefinedinsection8(a)(4) of the Small Business Act) and small business concerns owned by women."

The Client Care Unit is a group responsible for identifying the Bank's underutilized, non-brokered and new-to-EXIM export credit insurance policies, in order to provide outreach, guidance and consultation based on client needs, to improve the Bank's policy utilization. The Division is responsible for reviewing and issuance of all EXIM Banks's Insurance Policy documents.

The incumbent serves as a Junior Business Development Specialist in the Client Care Unit within the MWOB Division. The primary work performed by the incumbent includes advising on and administering programs that require knowledge of business practices, conducting investigations and studies, collecting, analyzing and disseminating information, and providing advisory services.

At the full performance level, duties include, but are not limited to:
  • Meets with potential clients that are or could be a party to any U.S. export transaction at physical and virtual trade shows and engagements. Informs potential clients on the array of EXIM and other agency programs available to exporters and importers of U.S. equipment and services.
  • Advises on how to apply for U.S. government assistance, program requirements of that assistance, applicable fees, documentary requirements, and financial structures appropriate for a proposed transaction.
  • Serves as the technical staff advisor on special assignments involving projects/programs of extensive importance which requires up-to-date data analysis and reporting of policy and application trends, activities, status, as well as relative exporter and broker company profiles.
  • Applies broad experience and technical expertise in the export credit insurance policies to improve the Banks policy utilization. Utilizes broad technical policy and planning guidelines formulated at higher levels of management to develop specific plans for accomplishment of program goals.
  • Prepares technical reports and papers, as required, to ensure understanding of program/project/issues and to articulate recommendations, decisions and conclusions which may be dependent upon action of higher authority or concurrence of other affected groups. Reports may be used for future analysis, follow-up engagement and to later assess results and impact of services on agency and congressional inquiries regarding the Bank's small business portfolio and client retention.
  • Ensures applicant provides clear description of the U.S. goods and services to be financed allowing the Engineering Division to obtain correct Standard Industry Classification (SIC) and/or the North American Industry Classification System (NAICS) code and for the Policy Analysis Division to make a determination on Economic Impact.)
  • Works on special projects and performs other duties as required by management, including but not limited to the Bi-Annual Ethnicity Discovery Project of all agency minority business clientele, the Bi-Annual Unknown Discovery Project of all minority business clientele, Success Story Database Integration and Organization, Product Display and Marketing Material Renewal Project Management, and the Quarterly Client Care Unit Outreach, Impact and Activity Projects.

Qualifications

Specialized Experience (Credit for Specialized Experience on resume must reflect 40 hours/Full-time per week for each period of work):

GS-09: You must have one (1) year of specialized experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the GS-07 level in the Federal Government. Specialized experience includes:
  • Experience using a customer relationship management (CRM) business model, and
  • Experience promoting organizational products and services and
  • Experience preparing written reports utilizing various software databases
OR

If you are substituting education for experience to qualify for at this level, you must have 2 years of progressively higher level graduate education leading to a Master's degree or a Master's or equivalent graduate degree.

OR

If you are combining both education and experience to qualify for this level, equivalent combinations of education and experience are qualifying for this grade level.
