About the Position: This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

Responsibilities

  • Serves as Program Officer for various Acquisition Category I, II and/or III programs within the Project/Product Managers Office. Plans, conducts and/or directs highly complex reviews and initiates reports which are provided to higher headquarters and other commands with recommendations on the best courses of action.
  • The incumbent identifies and balances risks, selects alternatives and plans how to best accomplish the goals and objectives of the project within recognized guidelines. Identifies unfunded requirements. Projects major project milestones and events necessary to complete the strategic implementation of the acquisition project.
  • Evaluates financial resources in light of the technological capabilities available in the commercial marketplace. Reviews input from team leaders at integrated logistics systems sites worldwide for appropriateness of requests, availability of resources, and compatibility with the integrated logistics effort. Coordinates the efforts of matrix support activities to ensure that an integration implementation plan is executed.
  • The incumbent will ensure review and, if necessary, rewrite or develop regulatory documentation specifically for the project and recommend appropriate actions to obtain approval. Assist in the preparation of Requests for Proposal, Statements of Work, Contract Data Requirements Lists, specifications, acquisition plans and evaluations plans. Perform contract administration by conducting contractor programs reviews, approving data items, waivers/deviations, and engineering change proposals.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as performing ALL of the following duties: 1) Managing the execution, performance, cost, schedule and risk within an Acquisition Program office; 2) Directing work related to the development, acquisition, and support of intelligence, surveillance, reconnaissance, and/or electronic warfare capabilities; and, 3) Managing the planning and conduct of fielding, training, and sustainment of materiel capabilities. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-03/ GS-13).

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

  • Selectees must meet position requirements for certification at Level III in the Acquisition Career Field within 24 months of entrance on duty.
  • This position requires you to submit r a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
  • You will be required to undergo background investigation leading to the successful adjudication of eligibility for Top Secret security clearance. Derogatory information developed during the background investigation, such as a criminal history, could render the selectee ineligible for both the security clearance and continued employment in the position, if already appointed.
  • This position is a Testing Designated Position (TDP) subject to the applicant testing and random drug testing. Tentatively selected applicants will be required to sign DA Form 5019 requiring participation in random drug testing.
  • Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees..
  • This is a Career Program (CP) 51 - Administration and Management position.
