Summary

The Office of Training and Career Development reviews and develops new or proposed employee training and development policies, procedures, and guidelines that impact the agency practices, and serves as the agency technical authority with respect to policy and regulatory impact upon the agency training programs.

Responsibilities

The incumbent provides oversight to all operations of the Career Development Program.

Develops guidance and operating procedures to monitor proposed changes to the Career Development Program.

Collects data to evaluate learner interactions and improve career development materials.

Develops, revise, or select measurement instruments, including rubrics, to evaluate development.
Evaluates emerging career development tools and design methods to maximize career development effectiveness.
Coordinate with local and federal public safety and criminal justice organizations to develop training on issues of mutual concern. Develops and administers training curriculum for individuals in the Community Supervision (Probation/Parole) field, who have a direct impact on public safety.
Determines appropriate venues/systems/methodologies for delivering career development strategies, examples include Individual Development Plans (IDPs), Tuition Reimbursement, Credentialing/Licensure Reimbursement, Coaching, Detail Assignments, Job Shadowing, Mentor opportunities.
Acts as a Contracting Officer's Representative (COR) for all Agency learning technologies.

Qualifications

Qualifying experience for the GS-13 level includes one year of specialized experience at least equivalent to the GS-12 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position as a Training Specialist. Examples of qualifying specialized experience include: manage the selection and transition to a new Career Development Program or upgrades to an existing Career Development Program, manage and develop policy and operating procedures for enterprise-wide use of the Career Development Program; develop training and train staff in use of a Career Development Program, with online and instructor-led courses and material and resolve system-wide problems with the Career Development Program; analyze and improve the operation of the Career Development Program in areas such as Individual Development Plans, tuition reimbursement, detail assignments, job shadowing, and mentoring opportunities; and assess and address learning and development needs.

BASIS OF RATING: Your application will be rated under Category Rating Procedures and be placed in one of three categories: Highly Qualified (highly proficient with an overall comprehensive level of knowledge, skills, and abilities of the job based on a complete review of experience, education and training), Well Qualified (competent in the position with an overall accomplished level of knowledge, skills, and abilities of the job based on a complete review of experience, education and training), or Qualified (an overall basic level of knowledge, skills and abilities of the job based on a complete review of your experience, education and training). With the exception of positions which are professional and scientific at the GS-09 (or equivalent) and above, qualified preference eligibles with a compensable service-connected disability of 30-percent or more (CPS) and those with a compensable service-connected disability of at least 10-percent but less than 30-percent (CP) move from the category in which they would otherwise be placed to the top of the highest quality category.

Generally, preference is granted to veterans who entered military service prior to October 14, 1976; or served on active duty during the period from August 2, 1990, through January 2, 1992, and who are otherwise eligible; or who served on active duty during the period beginning September 11, 2001, and ending on the last day of Operation Iraqi Freedom; or who have served in a military action for which they received a Campaign Badge or Expeditionary Medal. This includes the Armed Forces Expeditionary Medal (AFEM) awarded to those who participated in Operation Joint Endeavor or Operation Joint Guard. Also, you may be entitled to veterans' preference if you are a disabled veteran; you have received a Purple Heart; you are the spouse or mother of a disabled veteran; or you are the widow, widower, or mother of a deceased veteran. You will need to submit a Standard Form (SF) 15 and proof of your claim.
