Responsibilities

This position is located in the Office of Civil Rights, National Policy and Compliance. The Equal Employment serves on the Outreach Special Emphasis, Diversity and Inclusion Team within Outreach and Equal Employment Opportunity (EEO) Training. The work of the team involves developing, promoting, managing, monitoring and evaluating all aspects of the internal Federal EEO work within the FAA for compliance with equal employment laws which prohibit discrimination based on race, color, religion, sex, national origin, age, handicapping condition or other bases specified in labor policy. The policies and programs are designed to provide equal opportunity in a wide range of employment activities including, recruitment, selection, promotion, position management, training, and equal treatment in adverse actions. The incumbent serves as the Federal Women's Program (FWP) Manager for FAA. The FWP is designed to identify systemic equal employment problems, particularly those faced by women employees and job applicants and to advise management on effective solutions to these problems.

Performs multiple, varying, and complex assignments under the minimal direction of a manager, project/program manager, team leader, or more experienced professional.

Manages the Federal Women's Program for FAA which has approximately 46,000 employees. Develops, directs, and evaluates the Federal Women's Program for agency including Lines of Business (LOBs), Staff Offices (SOs), regions, and field offices. Serves as spokesperson for the agency on matters pertaining to employment of women within the agency. Develops or reviews agency policies and/or equal employment opportunity activities affecting the employment of women. Coordinates Federal women's program activities throughout the agency through Federal women's program managers at subordinate organizational levels. Evaluates progress at lower organizational levels. Evaluates progress at lower organizational levels, participates in selection and training of coordinators throughout the agency.

In addition to FWP responsibilities, consults on Civil Rights (CR) and Equal Employment Opportunity (EEO) assuring implementation of core EEO regulations, principles, functions and procedures. Conducts national outreach and special emphasis programs, to include operational activities for Washington Headquarters. Supports development of FAA's National Outreach Plan and oversight of its implementation. Provides administrative support to the EEO Action Committee and employee forums. Represents FAA ACR on a variety of forums and committees inside and outside the FAA. Prepares and analyzes internal and external to ACR/FAA/DOT reports.

Applies experience and comprehensive knowledge applicable to his/her discipline to plan and conduct functional activities for projects/programs. Assignments frequently require knowledge and experience working across functional and/or organizational lines.

Independently plans time. Identifies, plans, and organizes available resources to accomplish projects/programs/activities. Makes optimal use of resources to complete activities within established schedules.

Contacts are internal and external. May act as a point of contact to provide advice and guidance on the applications of policies and procedures. May be called upon to communicate FAA positions on policies and procedures internally and externally.

Work is typically reviewed only at completion for success in achieving planned results. Has broad discretion to ensure the alignment of organizational goals and policies and the requirements of the projects and/or other work activities.

Qualifications

To qualify for this position at the FV-I Band level, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the (FV-H or FG/GS-12). This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.

To qualify for this position at the FV-J Band level, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the (FV-I or FG/GS-13). Specialized Experience is defined as:

Experience in project management practices and tools in order to simultaneously manage multiple projects; managing complex projects; establishing evaluation criteria and measurements to assess projects; developing, managing, and balancing project plans, budgets, and schedules, including assessing risk and developing appropriate mitigation strategies; AND

Experience in managing multiple stakeholders by developing relationship strategies; AND

Experience working with and/or managing programs that influence the recruitment and retention of women.
