Summary

As an Acquisition Program Executive, you will serve as a subject matter expert in Program and Project Management, identifying and leading development of innovative training, career development tools, resources and related activities.

Location of position: General Services Administration, Office of Government-wide Policy, Office of Acquisition Policy, Federal Acquisition Institute, Washington, D.C.

Responsibilities

  • Leads development of learning assets, determining resourcing such as functional communities of practice, career field blogs, best practices, performance learning tools, guidebooks and handbooks.
  • Identifies priorities for the training and development of the civilian acquisition workforce, and the development of effective training programs and materials and outreach events for the acquisition workforce.
  • Participates in strategic planning using the development of performance measures, the implementation of action plans and the achievement of goals and objectives.
  • Analyzes practices and explores the use of new business models and technologies to develop marketing strategy and facilitate coordination with customer agencies.
  • Assists in on-going evaluation of training and career development programs and activities to ensure a responsive educational framework that improves the competency and capability of the acquisition workforce.
  • Provides advice and assistance to agencies in shaping the development of acquisition career development/advancement programs.
  • Coordinates the formation and activities of interagency working groups to assess needs, evaluates solutions, and recommends and implements strategies to achieve improvements in the acquisition programs.
  • Manages the planning and development of acquisition curricula by trainers and educators.
  • Develops strategies to integrate innovative technologies within the policies and priorities while ensuring initiatives are aligned with policies.
  • Identifies opportunities for improving the use and application of information technology, including virtual training.
  • Ensures that statements of work (SOWs) and contracts are compliant with the Federal Acquisition Regulation.

If selected, you must meet the following conditions:
  • Receive authorization from OPM on any job offer you receive, if you are or were (within the last 5 years) a political Schedule A, Schedule C or Non-Career SES employee in the Executive Branch.
  • Serve a one year probationary period, if required.
  • Undergo and pass a background investigation (Tier 2 investigation level).
  • Have your identity and work status eligibility verified if you are not a GSA employee. We will use the Department of Homeland Security's e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment.
  • Complete a financial disclosure report to verify that no conflict, or an appearance of conflict, exists between your financial interest and this position.

The GS-15 salary range starts at $144,128.00 per year. If you're a new federal employee, your salary will be set at the Step 1 of the grade for which you are selected.

To qualify, you must have at least one year of specialized experience equivalent to the GS-14 grade level or higher in the Federal service. Specialized experience must include: the evaluation, analysis, management or improvement of acquisition training programs, procedures, and requirements; providing authoritative guidance on acquisition regulations; and developing acquisition policies and management concepts pertaining to information technology contracting.

Bargaining Unit status: This position is not covered by a bargaining unit.

Relocation-related expenses are not approved and will be your responsibility.

Selected applicants may qualify for credit toward annual leave accrual based on prior non-Federal work experience or uniformed services experience.

  • Skill in program/project analysis and evaluation to conduct studies that identify potential improvements to the acquisition workforce curriculum program
  • Knowledge of the acquisition certification programs.
  • Ability to apply analytical skills required to apply a wide range of qualitative and/or quantitative methods in the assessment and improvement of program effectiveness.
  • Skill in written and oral communication.
  • Knowledge of practices in order to apply new business models and technologies to develop marketing strategy and facilitate coordination with customer agencies.
  • Knowledge of the acquisition laws, rules, requirements, and regulations governing the acquisition process.

    Required Documents
