Responsibilities

  • Plans, develops, implements, and manages medical programs and emergency medical response procedures and activities for the Inspection Service; serves as the Inspection Services principle medical authority.
  • Provides advice and guidance to the Chief Postal Inspector on medically-related issues arising from potential or actual catastrophic incidents.
  • Provides expertise on evolving medical National Preparedness vulnerabilities associated with medical emergency planning, in concert with leadership of the USPS, the USPIS, public health departments and Federal agencies.
  • Provides Postal Inspection Service leaders with the relevant intelligence and science-based public health and medical information; provides and coordinates "24/7" medical expertise availability to support catastrophic incident management requirements and strategic communications plans.
  • Serves as Inspection Services medical program lead for the engagement with other federal interagency members on public health and medical related issues, including acts of terrorism involving chemical, biological, radiological, nuclear, or explosive weapons; and coordinating with other federal agencies as needed.
  • Plans, implements, and manages the Postal Inspection Service's public health and medical preparedness initiatives and programs.
  • Plans, implements, and manages the Postal Inspection Services medical programs and medical policies.
  • Manages and monitors the Postal Inspection Service's Pandemic Influenza Contingency Plan.
  • Provides technical and functional guidance to Postal Service Senior Area Medical Directors and liaison with public health departments concerning the National Biohazard Detection System (BDS) Response Plan and its PEP Medications.
  • Manages a small size group of professional, technical, and/or administrative employees.

    Willingness to submit to a Tier 2 Moderate Background Investigation (MBI). This investigation requires, among other things, completion of a questionnaire and fingerprinting for a criminal records check. The investigation may require a drug test. The successful applicant will be required to meet and maintain the requirements of this level of background investigation while holding this position.

    Qualifications

  • Possession of a license to practice medicine in one of the states or territories of the United States or in the District of Columbia.
  • Ability to review and assess physical examination reports and documentation.
  • Knowledge of applicable federal, state and local laws and regulations, guidelines issued by DHS, FEMA, EPA, OSHA and directives such as Homeland Security Presidential Directives (HSPDs) related to public health and medical emergency response procedures.
  • Expert knowledge of programs and policies related to national Biohazard Detection System (BDS) plans, Public Health, and other medical related Homeland Security issues, sufficient to provide technical and functional guidance to Postal Inspection Service leaders.
  • Ability to plan, develop, implement, and coordinate Inspection Service medical emergency response procedures with other federal agencies in response to acts of terrorism or public health and medical related incidents.
  • Ability to oversee the maintenance and control of medical records.
  • Ability to plan, organize, monitor and measure programs, projects and the work activities of others.
  • Qualified applicant must successfully pass a drug screening.
