Responsibilities

The Office of the Chief Administrative Officer (CAO) provides operations support services and business solutions to the community of 10,000 House Members, Officers and staff. The CAO organization comprises more than 650 technical and administrative staff working in a variety of areas, including information technology, finance, budget management, human resources, payroll, child care, food and vending, procurement, logistics and administrative counsel.

The incumbent is responsible for planning, directing, and coordinating activities of the accounting department. The incumbent is responsible for effectively exercising operational control of all internal House financial management operations and providing prompt and effective customer service for all House offices. This position does have day-to-day supervisory/managerial responsibilities.

Primary Duties/Responsibilities:

1) Research and maintain currency on accounting standards and procedures to ensure financial transactions of the U.S. House of Representatives (House) are recorded and classified accurately, timely, and in accordance with financial and accounting policies and procedures promulgated by the House, U.S. Treasury, and other applicable authoritative bodies.

2) Establish and implement accurate accounting transaction posting models to ensure financial data are recorded and classified in the House's accounting system, in compliance with the U.S. Standard General Ledger and in accordance with generally accepted accounting principles.

3) Assist the Director of Accounting in establishing, modifying and maintaining an accounting system responsive to House needs. Coordinate the implementation of such changes with the department. Develop tests to ensure accurate financial data is captured in the accounting system.

4) Develop, test, and prepare financial reports necessary to meet all House internal and external financial reporting requirements. Ensure accurate information is maintained in the accounting system tables.

5) Monitor and maintain effective internal control procedures for the Accounting Department, and provide guidance on such controls to other House entities.

6) Ensure appropriate adjusting entries are recorded and periodic reconciliations are performed to ensure the accuracy and reliability of data maintained in the accounting system.

7) Ensure appropriate guidance is provided to other House entities regarding the reconciliation of data maintained in subsidiary systems with data maintained in the accounting system.

8) Supervise daily financial accounting and reporting operations, including compilation of the House's annual financial statements.

9) Ensure current accounting policies and procedures and detailed desk procedures are developed and documented.

10) Establish and maintain a good, positive working relationship with auditors and provide timely responses to audit recommendations by developing appropriate corrective actions, including timeframes for completion

11) Perform other official duties as assigned.

Qualifications

Bachelor's degree in Accounting. CPA preferred. Minimum five years accounting experience. Effective communication skills, both verbal and written, are essential. Working knowledge of Federal and generally accepted accounting principles and automated financial systems. Knowledge of laws, regulations, and resolutions affecting financial management the House. Must be able to secure and maintain Federal Government security clearances as deemed appropriate by senior management
