Responsibilities

  • This position is located in the Food and Drug Administration, Center for Devices and Radiological Health, Office of Product Evaluation and Quality (OPEQ), Immediate Office (IO)/Clinical and Scientific Policy Staff (CSPS)/Shortages Staff .
  • As a Policy Analyst in OPEQ/IO you will:
  • Serve as an authoritative expert in analyzing legislation and developing standards, regulations, or policies that impact FDA-wide programs, specifically the medical device shortage program;
  • Serve as a liaison with other government offices, industry, health professionals, and consumer groups for the coordination and implementation of device shortage activities, specifically for medical device shortage activities;
  • Prepare both written and oral briefings for presentation to Agency and Department officials as well as Congressional staff and constituencies on the results and conclusions of studies; and
  • Make recommendations for the institution of new policies, procedures, and regulations.

Qualifications

The position of Policy Analyst falls within the 0301 occupational series. To qualify for this position at grade GS-14, you must meet Time-in-Grade requirements by 11:59 pm EST on 01/27/2021.

Time-in-Grade: Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service). Time-in-grade requirements must be met by the closing date of this announcement.

For the GS-14 level, you must possess one year of experience, equivalent to at least the GS-13 level in the Federal service, experience may include:
  • Providing advice and guidance on medical devices shortage programs;
  • Developing regulations and policies affecting the regulation of medical devices; and/or
  • Researching and analyzing regulatory policy issues.
In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the percentage of times the other duties were performed. It is expected that this documentation is included in the employee's official personnel record. In order to receive credit for experience in your resume that is not within the official series and grade level of your official position, you must provide a copy of the appropriate documentation of such experience as indicated above.
