Responsibilities

During the current period of mandatory telework required by the Agency's COVID-19 response, telework will be mandatory. When it is determined the Agency will be moving to the reopening phase, the expectation will be to physically return to the office at the USPTO - Alexandria, VA campus. Telework days and any waiting period for eligibility will be determined at that time.

This position is located in the Office of the Chief Financial Officer, Office of Procurement. The position is established to analyze data and information and advise the Director of Procurement on the evaluation of the effectiveness of USPTO acquisition and procurement programs and operations - including acquisition strategic planning and forecasting, procurement management, workload forecasting and management, and other acquisition-related concerns as well as the productivity and efficiency of management.

Typical duties will include:
  • Directing and developing plans for self, project teams, or other groups in accomplishing/producing projects/studies to evaluate and support the analysis of acquisition and procurement programs.
  • Identifying resources (staff, funding, equipment, of facilities) required to support varied levels of program operations. Participating in the formulation and execution of the Office of Procurement's budget; acquisition of support resources; and recruitment of new staff members.
  • Developing procedures and systems for assessing the effectiveness of programs/management processes. Analyzing and evaluating on a quantitative/qualitative basis the effectiveness of program operations in meeting established goals and objectives. Independently preparing complex statistical and analytical reports for the Director of Procurement on the status, streamlined approaches, and/or improvements in program operations.
  • Researching and investigating new or improved business and management practices for application to Office of Procurement operations; evaluating and advising on organization, methods, and procedures; identifying problems and recommending solutions to Office of Procurement management.
  • Identifying data required for use in management and direction of USPTO acquisition and procurement programs. Developing reporting processes and systems including specifications, data gathering, and analytical techniques.
  • Analyzing new or proposed legislation or regulations to determine impact on program operations and management. Identifying necessary updates to USPTO acquisition and procurement policy guidance or operating procedures. Developing, analyzing, and evaluating new or modified program/ management policies, regulations, goals, or objectives.
  • Assisting in the continuous monitoring and assessment of acquisition and procurement programs for resource deficiencies, conflicting priorities, and compliance with program mission and goals.

Qualifications

You must meet the following United States Office of Personnel Management's (OPM) qualification requirements for the advertised position. Specialized Experience: is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service.

Candidates for the GS-14 grade level must have at least 52 weeks of specialized experience equivalent to the GS-13 grade level in the Federal service.

Specialized experience for this position includes:
  • Experience in identifying, collecting, and analyzing data to support procurement programs and operations. (Ex. Procurement Operations/Status Reports; Spend Analysis; Trend Analysis across procurement types, time, and other variables; acquisition planning and workload forecasting models.);
  • Experience in developing procedures and systems for assessing procurement programs and management processes. (Ex. Understanding and designing procurement systems requirements; Demonstrated ability to integrate customer and procurement user requirements with procurement system design; Demonstrated experience leading change management in a procurement organization including customer management, development of training and reference materials; Identify risks and potential solutions through the implementation of new systems or workflows; and/or
  • Experience in communicating analytical results both orally and in writing to develop, review and present creative solutions. (Ex. Routinely briefs procurement executives on a wide variety of procurement metrics; conceptualize, develop, and implement routine and ad-hoc procurement reports.)

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education may not be substituted for experience at the GS-14 grade level.
