Responsibilities

The NRO will make selections at the GG-13 level for this position

As a IT SPECIALIST (ENTARCH) you will be responsible for the following duties:
  • Analyzes and evaluates work concerned with integrated systems of computer programs and/or computer equipment.
  • Supports the development of integrated agency-wide transition strategies, plans, and actions plans to ensure that key DoD and agency standards are implemented in support of agreed upon DoD information architectures.
  • Maintains current and detailed knowledge of information processing standards development and implementation projects, R&D programs throughout the agency, and commercial standards developments and practices.
  • Evaluates, develops, and recommends modification/approval on assigned area of standards.
  • Manages IT systems security.
  • Implements standard operating procedures, software, and controls to ensure appropriate levels of security.
  • Establishes implementation and oversight plans to ensure compliance with requirements.
  • Reviews and ensures that submitted risk analysis, accreditation, and certification packages are in accordance with agency requirements and time frames.
  • Serves as the IT expert on project teams, which include engineers, program analysts and other subject matter experts.
  • Evaluates developed software to assure that it will provide the desired results and operate properly on assigned equipment systems.
  • Receives and analyzes new technology support requirements, develops information system techniques, establishes criteria, and makes recommendations when procedures/guidelines do not exist for IT and automation resources/ requirements, e.g., impacting information technology systems; implementation, operations, expansion, consolidations, and continuing life-cycle management.
  • Extensively researches and studies reports and technical journals to determine and keep abreast of state-of-the-art information systems technology and trends which influence revision or development of new communication and automation techniques.

DCIPS Term Appointments (DTAs) may be made noncompetitively from any source for an initial period of at least 1 year and 1 day, but not more than 5 years. These appointment must have a pre-determined end date and may be extended after the initial period in up to 1-year increments for up to a total of 5 years. Employees will potentially non-competitively convert to a permanent Appointment. Change effective 1 April 2020 referring to language addressing length in Term positions from DoD 1400.25 Volume, 2005.

Travel Required

Occasional travel - May be required to travel CONUS and OCONUS in military or commercial aircraft to perform temporary duty.

This position is a Full Performance level DCIPS position. DCIPS Full Performance level positions include GG-13. The NRO is only accepting applications from both Federal Government employees and non-Federal Government employees for this position.     Specialized experience required for this position is:
    • Experienced with planning and implementing cyber defense strategies for an organization missions, objectives, terminology, and management practices to recognize probable areas of interaction and overlap between proposed applications and existing systems.
    • Skilled in briefing and communicating technical problems, solutions and proposed recommendations for improvement.
    • Applies technical knowledge to highly complex projects and adopting innovative methods and approaches to generate solutions to technical software process problems.
    • Provides technical advice, guidance, and recommendations to management and other technical specialists on identified cyber defense vulnerabilities.
    • Maintain and applies a broad understanding of security management principles, methods, and practices, including project plans, creating work breakdown structures (WBS), schedules, project cost estimates, defining milestones and deliverables, monitoring activities, and evaluating and reporting on accomplishments.
    • Ability to design, develop, install and manage software systems that meet current and future security requirements and apply and extend, enhance, or optimize the existing architecture to manage assigned projects.
