Summary

The International Criminal Investigative Training Assistance Program (ICITAP) works with foreign governments to develop professional and transparent law enforcement institutions that protect human rights, combat corruption, and reduce the threat of transnational crime and terrorism. ICITAP supports both national security and foreign policy objectives. ICITAP works in close partnership with the U.S. Department of State, the U.S. Agency for International Development, and the Department of Defense.

Responsibilities

The Physical Scientist (Deputy Assistant Director, Forensics) has a broad range of responsibilities to include:
  • Assisting the Assistant Director for Forensics/Regional Assistant Directors to plan, create, and establish overall goals and performance standards to evaluate the performance of the forensic efforts for all ICITAP programs.
  • Conducting scientific research in forensic disciplines based on biological or chemical analysis, such as toxicology and fiber analysis as well as formulating new forensic investigative techniques such as, laser or ultraviolet light analysis.
  • Meeting with international senior foreign government and forensics enforcement officials to explore the potential for new specialized projects of marked difficulty, responsibility, and national significance, obtains feedback on current projects and seeks recommendations for improving products and services.
  • Advising senior level federal, state, and local criminal justice officials on matters of unique difficulty and controversy.
  • Identifying new areas of business and innovative techniques for delivering developmental assistance and arranging collaborative developmental specialized initiatives.
  • Assisting the forensics assistant director to define and implement goals and performance standards established in region and evaluating the performance of the region regarding all forensics programs.
  • Researching, analyzing and preparing background information on the legal, social, political and economic context in which an ICITAP forensics program operates to support program managers in preparing proposals and program plans.
  • Ensuring that all forensic proposals are drafted to reflect international forensic standards as incorporated in International Organization for Standardization (ISO) 17025.
  • Dealing with service contractors regarding execution of training and technical assistance activities, and ensuring that program data is accurate, complete and organized in accordance with the program's financial management policy.

Qualifications

To qualify for this position, you must meet the grade level qualifications and series qualifications.

Series Qualifications:
  • Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in physical science, engineering, or mathematics that included 24 semester hours or the equivalent in physical science and/or related engineering science such as mechanics, forensics, dynamics, properties of materials, and electronics; OR
  • A combination of education and experience - education equivalent to one of the majors shown in "A" above (24 semester hours or the equivalent in physical science, engineering, or mathematics) that included at least 24 semester hours or the equivalent in physical science and/or related engineering science as described above, plus appropriate experience and/or additional education for a total of 4 years. The education or combined education and experience must be comparable in type, scope and thoroughness to that acquired through successful completion of a 4-year course of study as described in "A" above.
  • Grade Level Qualifications:

    To qualify for the GS-14 federal grade level, you must have at least one (1) year of specialized experience at, or equivalent to, the GS-13 federal grade level. This experience must include duties such as: assessing and evaluating forensics training and development programs or projects; leading and managing procurement projects to increase the capacity of forensics labs; managing the budget of forensics programs/projects; developing forensics reports and proposals; conducting briefings for various program stakeholders and the international forensics community; and writing briefing papers or cables to support international forensics development programs.

    All academic degrees and coursework must be completed at a college or university that has obtained accreditation or pre-accreditation status from an accrediting body recognized by the U.S. Department of Education.
