Summary

This position is located within the International Training Financial Management group (ITFM), which is responsible for the overall financial management, monitoring, and reporting, for both the International Criminal Investigative Training Assistance Program (ICITAP) and the Office of Overseas Prosecutorial Development Assistance and Training (OPDAT). ITFM falls under the Office of Administration within the Department of Justice's Criminal Division.

Responsibilities

As a Financial Management Analyst, your responsibilities may include:
  • Assisting in developing quarterly financial reports and billing reports for numerous country programs and handling problem reports using Oracle's Hyperion Financial Management (HFM), Oracle Business Intelligence, the Department of Justice accounting system, and other relevant systems.
  • Assisting in the internal audit review function including examination of budget and expenditures at headquarters and in the field as necessary.
  • Reviewing and coordinating accounting documents that reflect budget execution activities, such as obligations, payments, corrections, adjustments, and receivables.
  • Discussing potential solutions with the supervisor/senior employee that would be most appropriate in addressing budget shortages and fiscal problems.
  • Consolidating budget estimates and preparing justifications for a consolidated budget.
  • Assisting in the preparation of financial information for long-range plans of the organizations, and updating the plan based on expenditures, funds reprogramming, and other budgetary aspects.

Qualifications

To qualify at the GS-09 grade level, applicants must have one of the following:
  • Two (2) full years of graduate education or a master's degree, LL.B, J.D., or equivalent degree that demonstrates the competencies needed to do the work of the position; OR
  • At least one year of specialized experience equivalent to the GS-07 Federal grade level. Examples of specialized experience must include duties such as: assisting with developing estimates for funding requirements to support plans and programs; preparing ad hoc budget and financial reports; utilizing automated financial and accounting systems to monitor, track and report on program obligations; and analyzing and advising on financial and accounting matters by providing recommendations to senior staff; OR
  • Combination of education and experience may also be used to qualify. Please note, only graduate education in excess of the first full year may be used in this calculation.
To qualify at the GS-11 grade level, applicants must have one of the following:
  • A Ph.D. or equivalent doctoral degree, or three (3) full years of progressively higher education leading to such a degree, or LL.M, if related, that demonstrates the competencies needed to do the work of the position; OR
  • At least one year of specialized experience equivalent to the GS-09 Federal grade level. Examples of specialized experience must include duties such as: developing estimates for funding requirements to support plans and programs; preparing ad hoc budget and financial reports for all facets of budget operations; utilizing automated financial and accounting systems to monitor, track and report on program obligations; auditing financial records for compliance with internal controls; and providing recommendations to management to resolve a variety of funding transactions, complaints, or discrepancies; OR
  • Combination of education and experience may also be used to qualify. Please note, only education in excess of two full years of graduate education may be used in this calculation.
Combination of Education and Experience - Your current education completed is credited as a percentage of the education required for the grade level and your current experience is credited as a percentage of the total experience required for the grade level. The two percentages are added and must equal 100% in order to qualify for the desired grade level.
