Summary

This is in the Office of Global Information Services, Bureau of Administration, U.S. Department of State. These positions are assigned within the Programs and Policies Division, and the positions will be in the Litigation Branch. The incumbent processes Freedom of Information Act requests, maintaining records management programs and performing analysis and evaluation functions.

Responsibilities

  • Coordinate Freedom of Information Act (FOIA) requests for information and provide guidance regarding disclosure of records, exemptions from full or partial disclosure, confidential business information, appeals of denials and fee waivers.
  • Research and review FOIA requests, clarify issues in requests and evaluate need for further information.
  • Review incoming requests for clarity and reasonableness and contact requesters for clarification and to discuss document availability.
  • Maintain programs that include a centralized records function, standardized handling and retention of records, improved records management, conversion of records from paper to electronic and film data document searches.
  • Utilize qualitative and quantitative methods to evaluate the effectiveness of organizational information access and response and records management programs in meeting their established objectives.

Qualifications

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service that provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:

Coordinating Freedom of Information Act requests, establishing and maintaining a records management program and evaluating program effectiveness through quantitative and qualitative analysis.

There is no substitute of education for specialized experience for the GS-12 position.

Qualified candidates are assigned a score between 70 and 100.
