Responsibilities

  • Serves as an Information Technology (IT) Specialist responsible for ensuring the delivery of Information Technology services through the use of interdisciplinary approaches.
  • Utilizes knowledge of developments and new applications of information technology (hardware, software, telecommunications), emerging technologies and their applications to business processes to meet organizational requirements.
  • Leads teams and ensures project-specific end-to-end systems engineering activities by performing strategic systems migration planning, capturing and translating mission and customer functional, performance, and support capabilities into requirements.
  • Builds and maintains schedules and the planning, research, development, and engineering of assigned projects/initiatives.
  • Assists the Chief Technology Officer (CTO) in the development of short- and long range plans, program objectives, policies, procedures and guidelines.
  • Provides analyses, reports, presentations, and make recommendations on project management within the division.

Experience Required:
Individual Occupation Requirements (IOR): Applicant must possess IT-related experience that demonstrates each of the following four competencies:
1. Attention to Detail (through when performing work and conscientious about attending to detail);
2. Customer Service (works with clients and customers - that is any individuals who use or receive the services or products that work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government - to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations, knows about available products and services, is committed to providing quality products and services);
3. Oral Communication (expresses information - for example, ideas or facts - to individuals or groups effectively, taking into account the audience and nature of the information - for example, technical, sensitive, controversial - makes clear and convincing oral presentations, listens to others, attends to nonverbal cues, and responds appropriately) and;
4. Problem Solving (identifies problems, determines accuracy and relevance of information, uses sound judgment to generate and evaluate alternatives, and to make recommendations).

Specialized Experience:
In addition to meeting the individual occupational requirement (IOR) above, applicants must also demonstrate the ability to perform the work of an IT Specialist (PROJMGT) at the NH-04 level in the Federal Service. Applicant's resume must describe at least at least one year of specialized experience equivalent to the NH-03 (GS-13 or equivalent) level in the Federal service that includes the ability to: (1) Provide technical guidance for the integration of medical information management/information technology into the Medical Communications for Combat Casualty Care (MC4) system and related subsystems; (2) Develop, execute and track project budgets, including detailed technical Statements Of Work (SOWs); (3) Utilize knowledge of Information Technology (IT) to plan and manage all aspects of various projects (such as requirements definition, scheduling and work breakdown structure creation, budget planning, system design and execution, performance metrics development and management, and project status reporting); and (4) Develop project personnel and ensure continuing technical competence and capabilities, negotiate levels of effort, commit organizational resources, and ensure effective personnel support necessary to meet program/project needs.

This is a DoD Demonstration Project position. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, acquisition jobs in level NH-IV of broad banding encompass the traditional GS-14 through GS-15 grades. Other initiatives under the demonstration projects include simplified classification, streamlined hiring process, and expanded developmental opportunities.

Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirements using experience alone--no substitution of education for experience is permitted.

  • PEO EIS is participating in an alternative personnel system known as the Acquisition Demonstration Project (AcqDemo). The demonstration Project replaced GS grade levels with occupational families and pay bands. The band NH-IV is equivalent to GS-14 step 01 through GS-15 step 10. EIS uses salary control points within the salary range to differentiate the level of positions within the same broadband. Therefore, the salary for the position will be set within a range from $122,530 to $159,286.
  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectees must meet position requirements for certification at Level III in the Acqutisition Career Field- (R) Information Technology within 24 months of entrance on duty (Certification requirements may be found in the Defense Acquisitions University Catalog at http://icatalog.dau.mil/onlinecatalog/CareerLvl.aspx ).
  • You will be required to undergo background investigation leading to the successful adjudication of eligibility for a Secret Security clearance. Derogatory information developed during the background investigation, such as a criminal history, could render the selectee ineligible for both the security clearance and continued employment in the position, if
    already appointed be approved if eligible under specific conditions.
  • This is an AcqDemo Modified Term Appointment NTE 4 years. Individual(s) selected for the term position(s) may be eligible for conversion to career-conditional or career appointments at a later date (at agency discretion and after all other requirements are met).
  • Agency has the option of extending the modified term appointment up to a maximum of 6 years.
  • Incumbent of this position will be required to sign a Statement of Understanding (SOU)-Conditions of TERM Appointment.
