For additional information about our agency please: Click Here Learn more about this agency Responsibilities This Program Manager position is located in the Acquisition Program Management (APM), Checkpoint Solutions Integration Division (CSID), Transportation Security Administration (TSA), Department of Homeland Security (DHS). Duties include but are not limited to: Defines, identifies, and develops broad acquisition strategies, resources, source selection plans, and technical evaluation criteria to support acquisition efforts for the program. Leads collaboration efforts with Acquisitions, ensuring the alignment of goals and strategies between the program and acquisitions strategies. Manages resources through analyzing program requirements, developing and submitting budget, tracking obligations of funds, and monitoring services to ensure acquisition of appropriate technology capabilities and planning. Provides expert guidance and subject matter expertise on contractual activities within the program. Reviews acquisition/program baselines, program/project plans, and schedules, leading in their implementation. Represents APM, serving as a technical liaison with stakeholders internal and external to TSA and DHS. Leads interface with oversight groups and stakeholders such as DHS, JG and Government Accountability Office (GAO) in the performance of multiple, varying, and complex program management assignments, and is responsible for addressing and responding to all congressional inquiries, reports, and audits. Reviews project(s) progress, measures performance and performance trends, develops forecast schedules, develops budget and manpower requirements, and quality problems. Incumbent ensures proper resolution of issues. Works with other program analysts and/or project managers to develop procedures, standards and methods for collecting, processing, analyzing, summarizing and presenting statistical, financial, cost, and performance data needed for program evaluation. Qualifications To qualify for the SV-J Pay Band (equivalent to GS-14), an applicant must have one year of specialized experience at the SV-I or GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Such Specialized Experience defined as: Managing and overseeing multiple, ongoing projects, developing integrated master schedules and acquisition strategies. Coordinating acquisition programs and business processes that manage a technology portfolio associated with Checkpoint Technologies. Drafting written communications in a clear, concise and organized manner. Presenting convincing and impressive oral communications to intended audience. Note: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, ie, working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (eg, Peace Corps, AmeriCorps) and other organizations (eg, professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
