Summary CHENEGA HEALTHCARE SERVICES, LLC Arlington, VA The Supply Specialist shall provide logistical support, supply chain management, analysis support and oversight of the Supply team within the PFPA Central Issuance Facility (CIF). Responsibilities Must support the Logistics Program Manager and assist the PFPA CIF Program Manager they will be assigned to by conducting process improvement analysis and providing recommendations. Serve as the subject matter expert and assist their assigned government supervisor and the Logistics Program Manager in policy matters, monitoring deliverables, managerial, and administrative support in the daily operations. Update and maintaining a suspense tracking system for taskers and projects received. Shall assist with the planning, developing, or implementing of warehouse (CIF), safety and security programs and activities. Shall assist with shipping instructions and provide routing information to ensure that delivery times and locations are coordinated. Shall confer with government employees and customers to coordinate warehouse activities, such as issue, receiving, inventory and records control. Shall assist the Logistics Program Manager in reviewing work orders, consumption reports, or forecasts to estimate peak delivery periods and to issue work assignments. Shall inspect physical conditions of warehouses and equipment and ensure property accountability in accordance with relevant DoD regulations, policies and procedures. Shall assist the government in analyzing and evaluating all clothing records and administrative information areas in order to determine which areas should be integrated into the automated CIF Property Book. Shall assist the Logistics Program Managers with special projects, budget analysis, and process improvement analysis/recommendations and assist government personnel with policy writing. Shall support the Logistics Program Manager in solving a variety of organizational problems within the Facilities, Acquisition and Logistics Division. Shall study and analyze information about alternative courses of action to assist the government in determining which plan will offer the best outcome. Shall work primarily in the areas of equipment sustainment, and property accountability. Shall assist the government in maintaining a variety of inventory and other records (stored both manually and electronically). Assist the government in preparing, controlling, and reviewing key supporting documentation to support receipt, transfer, and turn in of equipment. Assist the government in performing clerical and technical work that supports the PFPA Central Issuance Facility, as well as maintaining and storing all related files, both physically (as required) and electronically on the PFPA shared drive. Assist the CIF program Manager and the Logistics Program Manager in analyzing management, and operational problems. Assist the Logistics Program Manager in developing business methods and procedures, including data entry into property/accounting systems (ie DPAS), file systems, office systems, logistics systems, and production schedules. Shall assist the Logistics Program Manager in monitoring, updating, and implementing projects. Shall assist government personnel with the development of procedures for document control processes/procedures and the suspense management system. Shall assist government personnel with conducting studies on the efficiency and effectiveness of organizational strength and administrative programs within the CIF. Shall research, develop and provide documentation or summarized information from files, including organizational charts, mission and function statements. Serve as a liaison to the Central Issuance Facilities managers and supervisors on the most effective alignment of procedures to support PFPA strategic goals and objectives to accomplish the agency mission. Shall assist with developing and the implementation of standard operating procedures on such topics as correspondence preparation. Shall clarify and explain regulatory and policy changes and note recurring errors observed during the review process. Assist with the recommendations to higher headquarters for deviations from regulations and revision of procedures. Shall assist government personnel with the development of business methods and procedures, including administrative systems, file systems, office systems, process flows and production schedules. Shall assist with policy development for the document control process/procedures and the suspense management system, apply comprehensive knowledge of the organization and functions, analyzes current procedures, and conduct various studies such as workflow measurements. Shall identify problems or issues encountered relative to the document control processes and procedures in policy, which are efficient, effective and relative to the document control process. Shall assist the Logistics Program Manager in conducting independent or coordinated studies to identify, evaluate or recommend solutions. Shall communicate orally and in writing, to enable presentation of sensitive and sometimes controversial material and recommendations to the Logistics Program Manager. Shall read publications, regulations, and directives related to administrative matters. Shall assist with analyzing challenges or aspects of the supply management, maintenance, and operations, and support automating manual accountability processes to include data entry, processing inventory documents, perform maintenance and administrative adjustment transactions in the government databases and DPAS. Shall assist the Logistics Program Manager with reviewing DPAS postings and inventory schedules to ensure all accountability postings and hand receipts are correctly annotated. Shall complete all required online training for the Defense Property Accountability System (DPAS) within 30 days of entrance and obtain access to the database to perform property management duties within 45 days. Shall assist the Logistics Program Manager in developing and/or verifying statistical reports for accuracy and completeness. Shall conduct research to resolve property accountability audit recommendations in a timely manner, while fully protecting the Government's interests. Shall supervise the Supply Analysts. Other duties as assigned Qualifications A minimum of an Associate Degree in a Logistics field, Business Administration, Management, or related field Minimum three (3) years of experience in a combination of management, information systems, design and/or use of logistics automated information systems. Must possess a Secret Security Clearance Must possess and continuously maintain a valid state driver s license and comply with PFPA policies and all federal, state, and local driving laws. Defense Property Accountability System (DPAS) Training Certification Knowledge, Skills and Abilities Functional knowledge of computer systems and Department of the Army Unit Supply System Must have strong organizational skills and ability to multi-task. Ability to communicate effectively, both orally and in writing, with senior personnel; Ability to read and interpret Federal acquisition and property management policy, regulations, and directives and to apply those interpretations fully and legally to all activities described in the PWS. Shall have analytical skills to permit translation of program and mission objectives into overall Command plans which can be implemented within the framework of Federal laws, regulations and procedures
