Summary The USAID Data Analyst/IT Change Management Specialist will support the Bureau for Economic Growth, Education and the Environment (E3) and play a major role within a team environment to roll out a comprehensive, online field support system in order for USAID/Washington to better provide USAID missions around the world the technical and policy support they require to carry out their intended objectives. The Data Analyst/IT Change Management Specialist will work on functions related to change management, customer service and user support. Activities will include, but not be limited to, coordinating and communicating on topics related to information technology (IT) systems and rolling-out change practices, providing user training and gathering feedback, documenting requirements, preparing transition documentation, and reviewing data to ensure quality control and compliance with policies and standard operating procedures. The Data Analyst/IT Change Management Specialist will be a part of an Agile project team, interacting with service providers around the Agency, giving presentations, employing change management approaches with end-users to foster user adoption, and proactively engaging others to respond to taskers, generally under tight deadlines. The position will be categorized as a Data Analyst/IT Change Management Specialist within the Bureau for Economic Growth, Education and the Environment. This Office is responsible for reporting to senior leadership, performing coordination roles, as well as providing internal customer service. While this position is posted under E3/PLC (Office of Planning, Learning and Coordination, in the future it will be in the Bureau for Development, Democracy and Innovation Program Office, and the duties are aligned with the reorganization. Responsibilities Produce and/or present information and findings in a variety of formats (eg through web sites, Google Sheets, briefing slides, etc.); Configure IT systems, run reports, and document data fields. Analyze and contribute to streamlining of business processes; Manage data (crosswalk new reference data with historical data) Coordinate and document user reported issues and suggestions, communicate feedback to leadership, track changes and schedules; Plan and coordinate trainings and deployments; Apply change management approaches to new initiatives; Provide support and technical assistance to USAID users; Provide administrative support to Agency Approach to Field Services working groups and teams; Assist project team in management of roll-out, transition and integration of IT Systems Other duties as assigned Qualifications BA or BS degree in Information Sciences, Business or Administrative Management or other related fields with an emphasis in data organization, data analysis or change management. 8+ years of specialized experience with data collection and reporting, competency in software tools such as Microsoft Excel and Google Apps, familiarity with Agile project management methodologies, and experience applying change management approaches to new initiatives (such as IT system roll-outs) are also required. Knowledge, Skills and Abilities: Ability to obtain and maintain a Secret-level security clearance (US citizenship required). Ability to pass a criminal background check The major requisite skills for this position are: well-honed verbal and written communication abilities, notable seminar and training presentation delivery, exemplary data collection, change management expertise, analysis and presentation experience. Familiarity with database concepts or master data management is desirable. Experience with change management tools such as VSTS, Git, open source tools would also be beneficial.
