Position Information

Arlington County's Department of Environmental Services (DES) is seeking an experienced Trades Manager/Leader to manage meter reading and meter maintenance staff who perform tasks related to the reading, maintenance, replacement, repairs, and installation of water meters and automated meter reading equipment. This employee may also be required to perform water system inspections, large meter replacement, snow removal support, emergency operations and assisting other sections as needed.

The Trades Manager/Leader manages the water meter reading program, ensuring accurate and timely completion of meter reading of 36,000+ meters for billing purposes and interacts with the Utilities Services Office; including supervising staff who provide and verify multiple sources of billing-related data, perform water-loss investigations and other services associated with the residential and commercial meter program.

Specific duties include:

  • Planning, developing, managing, and evaluating water meter maintenance project work;
  • Diagnosing technology issues associated with automated meter reading devices and systems;
  • Scheduling crew work and ensuring that the crew is able to complete all work safely using appropriate technical equipment and following applicable County regulations, laws and accident prevention measures;
  • Supervising staff and assisting in the development of performance measures and evaluating program productivity and efficiency through analysis of available data;
  • Providing training and monitoring employees in the use of a variety of specialized equipment, technical procedures, and safety methods;
  • Ensuring that the supplies, tools, materials, and equipment are available for the job;
  • Using various software systems such as MS Office to perform administrative functions, such as time reporting, writing activity reports, billing coordination; including personal injury, accident and vehicle reports;
  • Resolving on-site issues as they arise and ensuring that all safety precautions are taken;
  • Responding and mobilizing the team in emergency situations, including communicating with appropriate staff;
  • Interacting with citizens, property managers, contractors, Miss Utility locators, engineers and surveyors, on-site facility maintenance staff, and others in support of the water meter reading and maintenance program; and
  • Collaborating with County staff on other shifts and in the Utility Services Office.
The successful candidate should have:

  • Knowledge of water meter reading and/or maintenance functions;
  • Hands-on trades experience in water, sewer, and/or streets operations;
  • Ability to manage projects and budgets;
  • Ability to supervise and evaluate trades workers;
  • Ability to work collaboratively with other agencies, contractors, and citizens;
  • Communication skills including writing skills for composing and editing reports, proposals, procedures, policies, and recommendations.


Selection Criteria

Minimum: High School Diploma, GED, or Graduation from Vocational School, PLUS, significant trades work experience which includes responsibility for providing leadership to other trades workers and/or managing trades projects.

Desirable: Preference may be given to candidates with experience in one or more of the following:
  • Performing water meter reading and/or maintenance work;
  • Supervising or leading water operations or water meter reading/service/maintenance teams;
  • Proficiency in two or more technical areas in water, streets and/or sewer operations;
  • Monitoring costs related to specific projects and overall project/program budgets; and
  • Using MS Office, time reporting systems, and/or similar software.


Special Requirements

The applicant must possess a valid vehicle operator's license and must authorize Arlington County to obtain, or the applicant must provide a copy of the applicant's official driving record. Any offer of employment will be contingent upon a favorable review of the applicant's driving record and passing a pre-employment drug screening and alcohol breath test as required by applicable standards.

Working Conditions :

  • Must be available to work after hours and in emergency situations.
  • Work is performed as part of a 24/7 operation and the worker must be available to work shifts as necessary.
  • Performs activities in both an office and outdoor environment.
  • Workers are subject to hazards: Includes a variety of physical conditions, such as proximity to moving mechanical parts, moving vehicles, electrical current, exposure to high heat, exposure to chemicals, and/or biohazardous waste.
  • Workers are subject to one more of the following conditions: Fumes, odors, dusts, mists, loud noises, gases or poor ventilation, oils, and other cutting fluids.
  • Workers may spend long periods of time standing, crouching, stooping, bending, lifting, pushing, pulling, and carrying.
  • Workers are required to wear common protective gear or safety equipment such as safety shoes, glasses, gloves, hearing protection, or hard hats when in hazardous environments.
  • Workers must be available to work after hours and in emergency situations. Mandatory overtime may be required on short notice.

Physical Requirements :
  • Exerting up to 50 pounds of force occasionally and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.


Additional Information

Work hours: 6:30 a.m. to 3:00 p.m., Monday through Friday. Employee may be required to work other shifts and overtime. Employee must be available for call-back in all types of emergency situations, i.e., snow removal, etc.

Permanent, Full-Time Appointments
All jobs are permanent, full-time appointments unless otherwise stated in the announcement. The following benefits are available:

Paid Leave : Vacation leave is earned at the rate of four hours biweekly. Leave accrual increases every three years until eight hours of leave are earned biweekly for twelve or more years of service. Sick leave is earned at the rate of four hours biweekly. There are eleven paid holidays each year.

Health and Dental Insurance : Three group health insurance plans are offered - a network open access plan, a point-of-service plan, and a health maintenance organization. A group dental insurance plan is also offered. The County pays a significant portion of the premium for these plans for employees and their dependents. A discount vision plan is provided for eye care needs.

Life Insurance : A group term policy of basic life insurance is provided at no cost to employees. The benefit is one times annual salary. Additional life insurance is available with rates based on the employee's age and smoker/non-smoker status.

Retirement : The County offers three vehicles to help you prepare for retirement: a defined benefit plan, a defined contribution plan (401(a)), and a deferred compensation plan (457). The defined benefit plan provides a monthly retirement benefit based on your final average salary and years of service with the County. You contribute a portion of your salary on a pre-tax basis to this plan. General employees contribute 4% of pay; uniformed public safety employees contribute 7.5% of pay. Employees become vested in the plan at five years of service. The County also contributes to this plan.

For general employees, the County also contributes 4.2% of pay to a defined contribution plan (401(a)) . The County also matches your 457 contribution, up to $20 per pay period, in this plan. The 457 deferred compensation plan allows you to set aside money on either a pre-tax (457b) or post-tax (457 Roth) basis up to the IRS annual limit. New employees are automatically enrolled with a pre-tax contribution equal to 2% of your base pay.

Permanent, Part-Time Appointments:
Part time employees who work ten or more hours per week receive paid leave and benefits in proportion to the number of hours worked per week.

Limited Term Appointments:
Benefits are the same as permanent appointments except that the employees do not achieve permanent status.

Temporary Regular Appointments:
Temporary regular employees who work 30 hours or more per week are eligible for health, dental, and basic life insurance as described above. They are also eligible for vacation, sick leave, and paid holidays.

Temporary Seasonal and Occasional Appointments:
Temporary employees who work on a seasonal basis or variable hours receive sick leave, but do not normally receive other paid leave or benefits. Exceptions are noted in individual announcements.
