Summary

The incumbent serves as a HR Specialist responsible for administering all services related to both GS and executive HR functional areas, including, but not limited to, staffing and recruitment, position classification and position allocation management, performance management, compensation, executive development, talent management, and succession planning for all SES and SL positions OIG-wide; the incumbent will also provide GS HR services, such as staffing and recruitment, as needed.

Responsibilities

As a Human Resources Specialist (Executive Resources & GS) at the GS-0201-14 you will be responsible for, but not limited to:
    • Provides a full range of GS and SES/SL HR advice, assistance, and services to the Inspector General, Deputy Inspector General, SES and SL members regarding both SES/SL program matters and GS HR services. Researches complicated or controversial GS HR and executive resources matters and problems and provides recommendations.
    • Provides operational HR services, including, but not limited to, staffing and recruitment, position classification and position allocation management, performance management - including facilitating the SES/SL Performance Review Boards and Executive Resources Merit Staffing Boards, compensation, executive development, talent management, and succession planning. Manages the SES/SL performance system certification processes, and biennial allocation requests, Works with managers to provide exceptional HR customer service throughout the recruitment process.
    • Researches, develops, formulates, and administers OIG-wide executive resources and GS HR policies and programs in accordance with HR laws, regulations, and rules.
    • Participates in planning and implementing Departmental, Office of Personnel Management (OPM), and/or Office of Management and Budget (OMB) projects and mandates related to GS HR and executive resources.

Qualifications

To qualify for this position at the GS-14 grade level, applicants must have at least one year of specialized experience at or above the GS-13 grade level in the federal sector, or the equivalent in the private sector. Specialized experience is defined as experience that is typically in or related to work of the position to be filled and has equipped and has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position. For this position your specialized experience must demonstrate the following:
  • Knowledge and skill in applying laws, Executive Orders, and regulations relating to Executive Resources programs, policies, and executing short and long term activities in support of the entire range of activities of the SES, SL, and ST Programs.
  • Knowledge and skill in applying a wide variety of advanced HR concepts, laws, regulations, principles, and practices to advise management on how to address human capital issues.
  • Skill in planning, developing, directing, and implementing complex and changing HR programs.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade level (or equivalent).
