The Veterans Health Administration (VHA) has adopted the HR Modernization and Shared Services Implementation, which is a new model of organizing and consolidating essential Human Resource (HR) functions and services to the Network level. The Share Service Units collaborate with the Human Resources Strategic Business Units located at each of VISN 5 VA Medical Centers.

Responsibilities

This improvement to HR service delivery will best support the needs of the VISN's diverse workforce and the expectations. as well as the consistent execution of HR related administrative functions to benefit both staff and Veterans. This streamlined and focused approach moves VHA forward in its continuum of providing comprehensive, compassionate, and coordinated care to Veterans.

The incumbent serves as the Administrative Support Assistant to the Senior Strategic Business Partner (SSBP). The incumbent will provide assistance to the SSBP and when necessary, other Strategic Business Partners. The incumbent exercises independent decision-making in routing and assigning action and suspense dates on all correspondence coming to the SBU on a daily basis.

SUMMARY OF MAJOR DUTIES AND RESPONSIBILITIES:

Administrative Support
  • The incumbent reviews all work coming into the unit, determines the items which require action, establishes time frames for accomplishment and makes a tentative staff assignment.
  • Develops administrative procedures related to the administration and operation of HR programs and coordinates compliance.
  • Evaluates and modifies organizational structure and systems to achieve program goals. Participates in the analysis and interpretation of workload data and other data used in resource planning.
  • Schedules appointments and makes arrangements for time, participants, and location of meeting in accordance with instructions from the supervisor.
  • Manages unit control points and insures that adequate funds are available and that fund limitations are not exceeded; coordinates new and replacement equipment and supplies, researching sources and developing justification for new and additional equipment; responsible for controlling and for accuracy of annual inventory of all property charged to Strategic Business Unit.
  • Provides approving official with all pertinent purchase card documents for approval by the same and maintains documentation as required.

Program Support Duties
  • Assists in conducting New Employee Orientation sessions and training programs; preparing handouts and training materials; Assist new hires in completing required forms.
  • Uses computer software to create, copy, edit, store, retrieve, sort or calculate, and retrieve data for reports; and uses graphic software to provide graphs and charts for reports and presentations.
  • Transmits and receives documents and messages electronically using personal computers or workstations that are networked or linked to other computers or workstations.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications

To qualify for this position at grade GS-6/7, you must meet Time-in-Grade applicants must meet all requirements by the closing date of this announcement, 01/19/2021.

Time-In-Grade Requirement: Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service).

Typing Proficiency: Must possess a typing speed of 40 words per minute (WPM).Please provide self certification that you can type 40 wpm.

Specialized Experience: You must have one (1) year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization.

At GS-06: Specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Specialized experience is experience performing clerical duties such as making travel arrangements, arranging meetings, and making reservations; organizes and maintains efficient office operations including management and of human resources, facilities, and space; and utilizing office automation software to update databases and run reports.

At GS-07: Specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Specialized experience is experience performing clerical duties such as making travel arrangements, arranging meetings, and making reservations; organizes and maintains efficient office operations including management and of human resources, facilities, and space; maintains subject-matter files and records; and utilizing office automation software to update databases and run reports.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below:

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
