Responsibilities

As an Information Technology Project Manager, you will:
  • Evaluate customer-based information systems needs to define the project scope, requirements, and deliverables.
  • Design cost-benefit studies to estimate budget and implement projects with the most efficient use of human capital and material resources investment.
  • Liaise with M Bureau and Agency management, collaborative partners, and customers on technical, management, and budgetary matters concerning specific aspects of the project, as appropriate.
  • Develop and interpret policies, procedures, and strategies governing project planning and delivery of services throughout the agency; provide expert technical advice, guidance, and recommendations to management and other technical specialists on critical IT issues.
  • Apply new developments to previously unsolvable problems; and make decisions or recommendations that significantly influence important Agency IT policies or programs.
  • Design, develop, and manage systems that meet current and future business requirements and apply and extend, enhance, or optimize the existing architecture.
  • Prepare and present briefings to senior management officials on complex/controversial issues or IT/business processes.

Time-in-grade requirements must be met by the closing date. This means that you must have served at least 52 weeks at the next grade level (or equivalent) below the grade advertised on this vacancy announcement.

Qualifications

GS-15: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes: (a) applying, advanced IT principles, concepts, methods, standards, and practices sufficient to accomplish assignments (b) making decisions or recommendations that significantly influence important agency IT policies or programs; (c) using IT security concepts, standards, and methods; project management principles, methods, and practices including developing plans and schedules; (d) communicating technical requirements to non-technical personnel and to prepare and present briefings to senior management officials on complex/controversial issues.

SELECTIVE FACTOR: This position requires a selective factor in addition to the qualification requirements noted above. Your resume must demonstrate experience being a primary project manager on a large-scale global enterprise business system.

Basic Requirement for IT Competencies

You must have IT-related experience demonstrating each of the four competencies below:
  • Attention to Detail - This competency is generally demonstrated by assignments where the applicant has been the project manager for a complex IT project involving interrelated disciplines and multiple stages of the system development life cycle with responsibility for all aspects of project work, including developing and/or approving technical requirements, solution specifications, test plans and results; managing detailed project schedules with multiple internal and external dependencies; managing project budgets and timely contract funding; and implementing a continuous risk management plan that supports informed, timely, and effective decisions to control and mitigate risk throughout the project life cycle.
  • Customer Service - This competency is generally demonstrated by experience interfacing with customers at all levels of the organization including senior managers to interpret their requirements, develop/propose IT solutions, and successfully implement a solution to meet customer needs.
  • Oral Communication - This competency is generally demonstrated by assignments that required the applicant to present complex technical detail to a non-technical audience; present the status of technical plans/projects clearly to senior management; and present a business case to decision makers to obtain a decision favorable to the project. This competency is also demonstrated by the ability to work cooperatively with diverse team members; design, facilitate, and manage team processes; develop and implement strategies to promote team morale and productivity; and facilitate brainstorming sessions and team meetings.
  • Problem Solving - This competency is generally demonstrated by experience that required the applicant to assess alternative IT solutions and determine the most effective path based on expected outcomes. Similar skills in problem solving are demonstrated by experience in analyzing a complex problem, identifying alternative solutions, and presenting a clear recommendation for management decisions.

  • Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, relevant to the duties of the position to be filled, including volunteer experience.

    CTAP/ICTAP candidates will be referred to the selecting official if they are found well qualified. Well-qualified means an eligible employee who possesses the knowledge, skills, and abilities which clearly exceed the minimum requirements of the position. A well-qualified employee must meet the qualification and eligibility requirements of the position, including any medical qualifications, suitability, and minimum education and experience requirements, meet all selective factors (where applicable); meet quality ranking factors and are assigned a score of 85 or higher; be physically qualified with reasonable accommodation to perform the essential duties of the position; meet any special qualifying U.S. OPM-approved conditions; AND be able to satisfactorily perform the duties of the position upon entry without additional training.
