Summary

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for certain Personnel of the Department of Defense to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: This position is located on the Maternal Child inpatient unit. Flex hours are required to support staff working all shifts. A work station with office equipment will be supplied.

Responsibilities

  • Serve as the Clinical resource and consultant for the nursing staff and health care professionals.
  • Function as an expert clinician, demonstrating advance cognitive and psychomotor capabilities.
  • Implement new education guidelines; educating staff on Evidence-Based Practice.
  • Maintain accurate accountability of certification and education readiness for all staff.
  • Maintain an up to date policy program; ensuring all policies are reviewed.
  • Serve as primary educator for prenatal training, obstetric drills and bi-annual skills certification.
  • Manage new employee orientation and training program.
  • Maintain and accurately track all staffs annual training requirements.
  • Work high risk inpatient Intrapartum, Postpartum, Antepartum, Circulate the Operating Room, PACU, Triage and Neonate Nursery.
  • Utilize computer systems; such as, Microsoft Office, Essentris, CHCS, AHLTA, WMNSI, and DMRSHI.

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Tier 3 security investigation or access for the duration of employment. A background investigation and credit check are required.
  • This position requires the incumbent to have tuberculosis testing.
  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Male applicants born after December 31, 1959 must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • Two year trial/probationary period may be required.
  • This position has mandatory seasonal influenza vaccination requirements and is subject to annual seasonal influenza vaccinations unless otherwise exempted for medical or religious reasons (documentation of exemption must be provided upon hire).
  • The duties of this position meet the criteria for compliance with Federal and Department of Defense Drug Free Workplace Programs. This position is subject to a pre-employment screening, and random testing thereafter.
  • This position requires the incumbent to fulfill credentialing requirements and obtain and maintain appropriate/relevant clinical privileges.
  • This position may require the incumbent to work on any day or shift, including PMs, nights, weekends, holidays, or on an "on call" basis, necessary to meet mission requirements.
  • This position has been designated "Mission Essential". In the event of severe weather conditions or other emergency type situations the incumbent is required to report to work or remain at work as scheduled to support mission operations.
  • This position requires that you obtain and maintain a Basic Life Support (BLS) certification.
  • This position requires that you obtain and maintain Advanced Cardiac Life Support (ACLS) certification.
  • This position requires that you obtain and maintain Neonatal Resuscitation Program (NRP) certification.
  • This position requires that you obtain and maintain S.T.A.B.L.E. certification.
  • This position requires Perinatal Bereavement Skills.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirements for Nurse (Specialist), GS-0610-2:

Education: A graduate or higher level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program is required. This education must have been accredited by the Commission on Collegiate Nursing Education (external link), Council on Accreditation of Nurse Anesthesia Educational Programs (external link), Accreditation Commission for Midwifery Education (external link), or an accrediting body recognized by the U.S. Department of Education (external link) at the time the degree was obtained.

Degree from Foreign Nursing School: Official certification from the Commission on Graduates of Foreign Nursing Schools (external link) is required for individuals who graduated from foreign nursing schools.

Licensure: For all grade levels and positions, applicants must have passed the National Council Licensure Examination (external link). In addition, they must possess a current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.

Exemption: You are exempt from the basic requirements above if you are a current federal employee occupying a position in the 0610 occupational series and have been continuously employed in this occupational series since September 7, 2017 or before. You will be required to provide approximate documentation to the respective Human Resources Office to validate your status.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Specialized Experience: At least one or more full years of professional nursing experience which includes duties such as: administering clinical and educational activities, education plans and clinical specialty programs, acting as an advocate for patients, and leadership experience. This definition of experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Education

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
