The primary purpose of this position is to serve as a Space Superiority (SS) planner, programmer and analyst, responsible for development and dissemination of planning, programming and budget policies, guidelines and Space Superiority program submissions for the Air Force Planning Force and Program Objective Memoranda (POM).

Responsibilities

  • Reports to Deputy Chief, Space Superiority Division, in planning, organizing, and overseeing the activities of the Space Superiority Division. Operationally participates in setting goals and objectives, work plans to meet objectives.
  • Serves as panel programmer charged with full technical responsibility for planning, analyzing, and/or evaluating the effectiveness of assigned projects that contribute to the Space Superiority mission.
  • Applies Air Force Space Superiority expertise to develop, interpret, and implement policies and procedures to provide planning, programming, and budget guidance.
  • Facilitate the identification and determination of alternative ways to achieve the best mix of Space Superiority forces, equipment, and support attainable, within fiscal constraints, for major mission and operational plans.
  • Implements new methods for evaluating the effectiveness of planning, programming, and budget actions and processes in support of major Air Force mission and operational plans.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Management and Program Analysis Series, 0343.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes the knowledge of the Department of Defense planning, programming, budget and execution system, Department of Air Force policy, procedures, and schedules for developing Program Objectives Memoranda and the President's Budget Review in support of major Air Force missions for Space Superiority forces and operations plans; methods for developing budget forecasts, cost projections, financial exhibits, unfunded requirements justifications, POM narratives, offsets and disconnects, reclaims, and issue papers. Knowledge of Air Force program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of the Department of Defense planning, programming, budget and execution system, Department of Air Force policy, procedures, and schedules for developing Program Objectives Memoranda and the President's Budget Review in support of major Air Force missions for Space Superiority forces and operations plans; methods for developing budget forecasts, cost projections, financial exhibits, unfunded requirements justifications, POM narratives, offsets and disconnects, reclaims, and issue papers.

2. Knowledge of Air Force program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events.

3. Knowledge of the relationship of the various Air Force entities involved in overall planning and execution of Air Force programs, and the manner in which the PPBE process supports them.

4. Knowledge of, and skill in, the application of Air Force Space Superiority expertise as it applies to assigned programs, and knowledge of major weapons systems and related support systems.

5. Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for top management use and decision-making.

6. Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy. Negotiates complex issues and maintains good working relationships.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Tax Law Impact for PCS: On 22-Dec-2017, Public Law 115-97 - the "Tax Cuts and Jobs Act of 2017" suspended qualified moving expense deductions along with the exclusion for employer reimbursements and payments of moving expenses effective 01-Jan-2018 for tax years 2018 through 2025.   • ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires federal agencies to treat an eligible active duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date. Appointment of military members before the release or discharge date is permissible if the member is on terminal leave. At the time the active duty member applies for a civil position, he or she must submit a "certification" memo in lieu of a DD-Form 214, Certificate of Release or Discharge from Active Duty . Active duty members applying for a civil service position without submitting a valid certification memo or DD-Form 214 with their application will render the member ineligible for the position.
