Responsibilities

During the current period of mandatory telework required by the Agency's COVID-19 response, telework will be mandatory. When it is determined the Agency will be moving to the reopening phase, the expectation will be to physically return to the office at the USPTO - Alexandria, VA Office campus. Telework days and any required waiting period for eligibility will be determined at that time.

This position is located in the Office of the Chief Communications Officer (OCCO), United States Patent and Trademark Office (USPTO). The OCCO is responsible for all aspects of the agency's public affairs and communication outreach activities.

The individual selected for this position will...
  • Provide creative and innovative ideas to continuously develop the website, intranet, and USPTO email Subscription Center in order to better serve employees and stakeholders and to increase efficiency; and identify opportunities to utilize social media tools such as Facebook and Twitter; online website or blogs; video on platforms such as Youtube; email and e-alerts or newsletters; and intranets, as appropriate.
  • Moderate comments per established policy; alert OCCO management to urgent or important issues; and solicit the submission of suitable content from Business Units and stakeholders in keeping with USPTO's mission.
  • Identify opportunities for improving the effectiveness of existing efforts, and propose innovative approaches and efforts, which may depart from traditional means used by government agencies.
  • Formulate a vision that anticipates future requirements and capabilities for the Agency's website, social media and other digital presences.
  • Develop and execute plans to maximize the use of the web (both intranet and public website) and email to communicate with employees, the public, and stakeholders; and provide creative and innovative ideas to continuously develop the website and intranet in order to better serve employees and stakeholders and to increase efficiency.
  • Establish and maintain working relationships with high-level representatives from the agency, other USPTO components, and federal and non-federal partners in order to provide guidance and assistance on a wide variety of communications issues and concerns.
  • Provide consultation, advice and recommendations, securing cooperation, coordinating efforts, facilitating an open exchange of ideas and concepts, resolving conflicts, and promoting USPTO products and services.
  • Provide metrics to OCCO management and USPTO executives; monitor effective benchmarks for measuring the impact of our efforts; analyze, review, report on effectiveness of online campaigns in an effort to maximize results; and recommends new or revised strategies as data warrants.
  • Research best practices in web design, email marketing, and other emerging digital trends within government and the private sector and assesses how USPTO can incorporate these practices.

Qualifications

  • You must meet the following United States Office of Personnel Management's (OPM) qualification requirements for the advertised position.     Specialized Experience:is experience that has equipped applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service.

GS-12: Specialized experience at this grade level includes:
  • Experience researching, developing and executing new ways to maximize the use of digital tools (intranet, website, e-newsletters, web analytics tools, and other emerging online platforms).
  • Experience writing original and adapted content for publication in an electronic format (website, blogs, social media, etc.) representing an organization, corporation, or agency.
  • Experience developing online/web standards, processes and/or policies governing the usage of digital tools for an organization, corporation or agency.

GS-13: Specialized experience at this grade level includes:
  • Experience planning, organizing and leading a team that completes complex improvements on a large agency website; including coordinating inputs from various subject matter experts such as those with expertise in the content area, writing/editing, user experience, graphic design, and web design.
  • Experience researching, developing and executing new ways to maximize the use of digital tools (intranet, website, e-newsletters, web analytics tools, and other emerging online platforms.
  • Experience writing original and adapted content for publication in an electronic format (website, blogs, social media, etc.) representing an organization, corporation, or agency.
  • Experience developing and overseeing online/web standards, processes and/or policies governing the usage of digital tools for an organization, corporation or agency.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
