Responsibilities

What does a Supervisory Information Technology Specialist (Security) do? As a Supervisory Information Technology Specialist (Security), first level supervisor, you will be responsible for assigning, directing, and reviewing the work of subordinate employees. You will use your leadership skills and management techniques for planning, scheduling, and coordinating work operations, planning and carrying out the training and development of employees, evaluating employees' work performance, and in performing all other related administrative functions. Generally, you will direct the work operations of subordinates performing administrative, complex clerical, technical and/or work comparable in nature. The functions, activities, and services provided may have limited geographic coverage and support activities within specific agency program segments.

As a Supervisory Information Technology Specialist (Security) you will:
  • Expert knowledge of Information Technology principles, concepts, and methods is required to provide technical direction to subordinate IT Specialists.
  • A mastery of, and skill in applying a total infrastructure protection environment, systems security certification and accreditation requirements, and Federal information systems security protocols in order to integrate information systems security with other security disciplines; certify systems or network accreditation; and ensure coordination and/or collaboration on security activities.
  • Knowledge of management techniques, methods, theories, principles, and labor relation concepts to ensure optimum utilization of personnel, equipment, and space to accomplish program objectives.
  • Knowledge of the Capital Planning and Investment Control (CPIC) process is required to provide oversight to budget and E300 project work.
  • Comprehensive knowledge of IT skill sets (programming languages, platform expertise, IT security concepts, standards, and methods, etc.) needed for development and maintenance of software applications to support the IRS mission.
  • Expert knowledge of the Software Development Life Cycle, the Enterprise Architecture, the IRS Enterprise Life Cycle (when fully implemented) and all applicable standards and regulations in order to technically manage requirements for software development for Cybersecurity-Criminal Investigation projects.
  • Extensive knowledge of the current and planned MITS IT and IRS organization, functional roles and perspectives, operational responsibilities, projects, and project interrelationships, as related to MITS IT Services and its customers in order to meet IT Security missions of the agency.
  • Expert knowledge is required of the principles of project and program management, resource tracking, administration and resource utilization in order to manage MITS IT Cybersecurity projects.

Qualifications

You must meet the following requirements by the closing date of this announcement:

Basic Requirements (Front Line Manager): You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the next lower level within the payband or GS grade in the normal line of progression in the Federal service. To be qualifying for this position your experience should be sufficient to demonstrate:
  • Experience with management techniques, methods, theories, principles, and labor relations concepts, to assure optimum utilization of personnel, equipment, and space for the accomplishment of all program objectives with combined technical and administrative oversight
  • Experience applying regulations, other official guidance and principles, including the latest procedures and techniques sufficient to oversee the planning, development and implementation of the technical aspects of programs specific to the position being filled
  • Experience applying basic budget management principles and practices (i.e. ability to maintain and manage financial resources)
  • Experience applying communicative techniques to effectively and diplomatically interact with internal and external customers.
