Summary

This position is located in the Office of Human Resources Management (EXRM). EXRM formulates the agency human capital policies, procedures, and practices. We provide a full-range of programs including staffing, employee development and recognition, position and pay management, personnel records, employee and labor relations advisory services, performance management, employee benefits, drug-free work place, workers' compensation, incentive awards, and payroll and personnel information systems.

Responsibilities

The incumbent functions as the agency expert in planning, directing and implementing an agency-wide human resource development program, through a broad range of assignments involving the design, delivery, management and evaluation of training programs and organizational development interventions, with particular emphasis on employee development, supervisory, management and leadership development programs, and change management and professional development programs. The incumbent also:
  • Serves as the agency administrator for the learning management system that schedules and tracks employee training and provides for IDPs; provides reports and statistical data and serves as the Contracting Officer's Representative (COR).
  • Establishes an agency-wide organizational development strategy and annual plan including identifying agency and organizational needs, develops on-going training programs, measures program effectiveness, and develops standards and guidelines for evaluating the impact of training programs agency-wide. Administers surveys, conducts team building discussions and facilitates workshops related to training needs and to assist in identifying the developmental needs of employees through the analysis of the information and data.
  • Conducts research, administers and resolves policy, program, and project issues and provides recommendations on appropriate action or interpretation of employee training and development topics.
  • Provides training on the development of individual development plans.
  • Serves as a strategic adviser to senior managers providing comprehensive advice on all aspects of career/talent development and training opportunities as they relate to strategic goals and initiatives.
  • Interacts and engages with federal and private sector representatives and subject matter point of contacts to ensure fully cognizant of existing programs, best practices, and/or new emerging programs.

This is a Public Trust Position. Employment in this position requires a background investigation. Depending on your status, this position may require serving a 1-yearprobationary period.

Candidates must possess the Selective Placement Factor (SPF) to receive consideration for this position. The SPF required for this position is that candidates must have at least a level 1 certification as a Contracting Officer's Representative (COR). Proof of the certification must be provided upon submission of this application.

Qualifications

All applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the candidate with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Qualifying specialized experience must demonstrate the following:

GS-13: 1) Determining needs, formulating, budgeting and executing an organization's annual training plan; 2) Site Administration for a talent/learning management system; and 3) Creating, maintaining and marketing agency training program policies, procedures and standards.

In addition to the specialized experience, applicants must possess the Selective Placement Factor (SPF) to receive consideration for this position. The SPF for this position is level 1 certification as a Contracting Officer's Representative (COR). Proof of the certification must be provided upon submission of this application.
