Summary

This position is located in the Executive Office of the President, Office of Administration, Office of the Chief Operations Officer, White House Operations Center. The incumbent will serve as an Emergency Operations Specialist, responsible for performing work involved with intentional and/or unintentional crises, disasters, humanitarian emergencies, hazards, or natural and man-made/technological (chemical, biological, radiological, nuclear, high-yield explosives) incidents.

Responsibilities

As a Emergency Management Specialist, GS-0089-9/11/12, your typical work assignments may include the following under supervision:
  • Serves at the technical authority and expert for the development of alert and notification policies and procedures and assists with determining the requirements and methods of all-hazards notifications.
  • Develops and assists with overseeing the implementation of operational policies, procedures, and emergency action checklists to initiate and manage the EOP's all-hazards alert notification process.
  • Identifies shortfalls in response operations and/or exercises and recommends immediate corrective action and procedural and policy changes required to enhance emergency response.
  • Operates and tests equipment and capabilities providing recommendations on the development of systems and technology to enhance emergency operations activities and security.
  • Maintains liaison with the White House stakeholders and EOPC personnel to coordinate specific projects and/or assigned emergency and continuity operations.

Qualifications

MINIMUM QUALIFICATION REQUIREMENTS:
All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the Office of Personnel Management Qualification Standards. All qualifications must be met by the closing date of this announcement.

TIME-IN-GRADE REQUIREMENTS:
Applicants possess one full year (52 weeks) of specialized experience at or equivalent to the GS-09 grade level or pay band in Federal service or equivalent experience in the private or public sector.

SPECIALIZED EXPERIENCE:
In order to qualify at the GS-09 grade level, applicants must meet one of the following qualifications:
A. One year of specialized experience equivalent to the GS-07 grade level in the Federal service or equivalent experience in the private sector: (1) Provides technical guidance to senior management officials regarding emergency management related regulations, policies, and procedures and assists with developing operational policies, procedures, and emergency response instructions. (2) Executes specified emergency functions during operations and exercises, identifies shortfalls during response operations and exercises and recommends immediate corrective action. (3) Serves as the technical authority and subject-matter-expert for the development of alert and notification policy, procedures, and determines methods of all-hazards notifications.
(4) Operates and tests equipment and capabilities providing recommendations on the development of systems and technology to enhance emergency operations activities and security. -OR-

B. A master's or equivalent graduate degree in an accredited or pre-accredited college or university; or 2 full years of progressively higher level graduate education leading to such a degree; or possession of a LL.B. or J.D degree, if related. Graduate level education must demonstrate the competencies necessary to do the work of the position. -OR-

C. A combination of education and experience as listed above.

In order to qualify at the GS-11 grade level, applicants must meet one of the following qualifications:
A. One year of specialized experience equivalent to the GS-09 grade level in the Federal service or equivalent experience in the private sector: (1) Provides technical guidance to senior management officials regarding emergency management related regulations, policies, and procedures and assists with developing operational policies, procedures, and emergency response instructions. (2) Executes specified emergency functions during operations and exercises, identifies shortfalls during response operations and exercises and recommends immediate corrective action. (3) Serves as the technical authority and subject-matter-expert for the development of alert and notification policy, procedures, and determines methods of all-hazards notifications. (4) Operates and tests equipment and capabilities providing recommendations on the development of systems and technology to enhance emergency operations activities and security. -OR-

B. A Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or a LL.M. degree, if related. Graduate level education must demonstrate the competencies necessary to do the work of the position. -OR-

C. A combination of education and experience as listed above.

In order to qualify at the GS-12 grade level, applicants must meet the qualification requirement below:
One year of specialized experience equivalent to the GS-11 grade level in the Federal service or equivalent experience in the private sector: (1) Provides technical guidance to senior management officials regarding emergency management related regulations, policies, and procedures and assists with developing operational policies, procedures, and emergency response instructions. (2) Executes specified emergency functions during operations and exercises, identifies shortfalls during response operations and exercises and recommends immediate corrective action. (3) Serves as the technical authority and subject-matter-expert for the development of alert and notification policy, procedures, and determines methods of all-hazards notifications. (4) Operates and tests equipment and capabilities providing recommendations on the development of systems and technology to enhance emergency operations activities and security.

Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

This position is designated Mission Critical Emergency support. Incumbent is subject to 24 hour on-call status during an emergency. Incumbent may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Promotion to the next highest grade level is neither guaranteed nor implied.

Education
