Responsibilities

As Management Analyst working on the Human Capital Team, you will be responsible for:
  • Working on many human capital projects and initiatives such as diversity and inclusion, reasonable accommodations, awards, performance management, workforce planning, telework, policy and legislation, mentoring program, benchmarking competencies/skills and responsible for administering of the executive resources program for the OIG and provides advice and consultation to supervisors and managers regarding a myriad of executive resources matters.
  • Analyzing and evaluating the effectiveness of programs or operations in meeting established goals, measures, and objectives.
  • Designing methods, approaches, and processes to provide a means for the organization to analyze its resources in relation to human capital strategies.
  • Assessing, analyzing, and evaluating the interrelatedness of Human Resources management programs or operations through review and analysis of program outcomes to align with the organization's mission.
  • Revising current or proposed policies, laws, regulations or administrative procedures with far-reaching scope and impact and make decisions and recommendations which significantly change, interpret or develop important Agency programs;
  • Gathering and evaluating programmatic data to develop complete decision packages, staff studies, recommendations, and special reports and prepare executive briefings and similar materials for use by management in carrying out and reporting on program accomplishments.

This position is designated as High Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation.

You must meet time in grade requirements no later than 30 calendar days after the closing date of this announcement.

Qualifications

You do not need a degree to qualify for this position.

To qualify for the GS-13 level, you need to have at least one year of full time specialized experience at the GS-13 level in the Federal service. The work experience described in your resume must clearly reflect that you have performed work that meets the specialized experience requirement for this position, as defined below, or your application will be rated "Ineligible". Specialized experience for this position is defined as:

Experience researching, compiling, and analyzing various types of information related to human capital/human resource strategies/executive resources for decision makers to increase the effectiveness and efficiency of program operations.

Your answers to the on-line assessment will be used to evaluate your competencies in the following areas:
  • Knowledge of the concepts, principles, and regulations related to Human Resources Programs in the Federal Service.
  • Ability to analyze Human Resources issues and problems.
  • Knowledge of the principles and techniques of program evaluation and oversight.
  • Knowledge of Senior Executive Service (SES), performance appraisal systems and programs, reporting.
  • Ability to deal with others.
