This position is located in the Ronald Reagan Building and International Trade Center , 1300 Pennsylvania Ave., NW., Washington, DC, in the Bureau for Resilience and Food Security (RFS), Office of Country Support(CS).

Responsibilities

As a Monitoring and Evaluation Specialist, you will:
  • Develop and use monitoring evaluation tools to assess program/project performance for implementation.
  • Serve as an agency-wide resource on the monitoring, evaluation, and learning methods and techniques for assessing effectiveness and efficiency of food security, nutrition, and resilience programs.
  • Advise on and contribute to the development and implementation of evaluations, indicators, surveys, measurement approaches, and learning practices, including assisting with procurement of awards to perform these tasks.
  • Review, advise, and conduct complex analyses and evaluations in support of resilience and food security programs, systems, and processes, including areas where definitions, methods, and/or data are incomplete, controversial, or uncertain.
  • Design activities in line with Agency and Bureau policies and procurement procedures, working with colleagues in other offices and/or Bureaus to maximize value and linkages with other investments.
  • Develop monitor evaluations and learning guidance for internal and external communication. Guide and review United States Government mission investment strategy and impact evaluation agenda for performance validation, learning, and sharing of impact evaluation results.
  • Provide interim impact evaluation reports and findings as data points to be used in strategic portfolio and strategic performance reviews.

Qualifications

SCREEN OUT FACTOR: You must have experience in developing and using monitoring evaluation tools to assess program/project performance for implementation.

GS-14: In addition to the Screen Out Factor, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower grade level for this position includes: (a) experience developing plans to monitor, evaluate and learn from the performance of individual projects or portfolios of projects; (b) experience effectively translating policy and technical monitoring, evaluation and learning (MEL) guidance and requirements; (c) experience analyzing performance and contextual data and extracting lessons learned to improve program and project implementation; and (d) experience managing MEL-related activities such as evaluations and country-specific analyses or assessments.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, relevant to the duties of the position to be filled, including volunteer experience.

CTAP / ICTAP candidates will be referred to the selecting official if they are found well qualified. Well-qualified means an eligible employee who possesses the knowledge, skills, and abilities which clearly exceed the minimum requirements of the position. A well-qualified employee must meet the qualification and eligibility requirements of the position, including any medical qualifications, suitability, and minimum education and experience requirements, meet all selective factors (where applicable); meet quality ranking factors and are assigned a score of 85 or higher; be physically qualified with reasonable accommodation to perform the essential duties of the position; meet any special qualifying U.S. OPM-approved conditions; AND be able to satisfactorily perform the duties of the position upon entry without additional training.
