Responsibilities

  • GS-05: Serve as a Realty Specialist, applying real estate acquisition or management regulations and practices.
  • Support management of leases for assigned facilities to meet deadlines.
  • Coordinate data relating to future agency needs and presents data together with recommendation to satisfy their needs in the most cost-effective manner.
  • Support Realty Specialists in ensuring that all necessary agreements and contracts are prepared and effected in compliance with all applicable laws, regulations, and policies.
  • GS-07:Develop a basic knowledge of the realty practices of various state and local jurisdictions in addition to federal realty laws, policies, and regulations.
  • Review building management requirements and monitors progress of scheduled work on leased facilities.
  • Provide support in the assessment of the economic effects of transactions on local real estate markets.
  • Maintain records to assist Senior Realty Specialists.
  • GS-09: Support real property and lease acquisition requirements from initial planning stages through negotiations and closing.
  • Support negotiating supplemental agreements by reviewing and certifying additional charges and routine billings resolving leasing problems with lessor.
  • Provide support in the assessment of the economic effects of transactions on local real estate markets and assures the utilization of real estate to the fullest extent possible.
  • Assist with balancing recommendations, decisions, and actions regarding acquisition, management and disposal transactions between fulfilling the stakeholder real estate requirements.
  • GS-11:Provide support for recommendations, decisions and actions regarding acquisition, management and disposal transactions for fulfilling stakeholder real estate requirements.
  • Work with others toward an agreement on or execution of a real estate instrument.
  • Assist in determining the most economic method of disposal and negotiates the costs of restoration.
  • Maintain detailed in-progress review of realty service activities to determine the propriety of the approaches selected to provide requested support to the agency users.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret security clearance or access for the duration of employment.
  • A pre-employment and recurring comprehensive background investigation that includes, but is not limited to, contact with all references,
  • employers, co-workers, personal associates, and a review of your driving record, credit history, criminal history, and military service are required.
  • The duties of this position require the incumbent to obtain and maintain a Top Secret SCI Security Clearance with polygraph test or a series of polygraph tests, and continued polygraph tests on a periodic basis as a condition of continued employment.
  • The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs. Detection of the presence of drugs is warranted.
  • This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
  • The duties of this position requires the incumbent to possess or obtain and maintain a valid state Driver?s License.
  • The duties of this position requires Travel up to approximately 25% of the time.


Qualifications

About the Position: Works under the general supervision of the Chief, Real Estate Acquisition and Management Section, performing day-to-day assignments with varying degrees of guidance depending on the assigned tasks. Position is located in Annapolis Junction with Real Property Services Field Office.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. GS-05: General Experience: Three years progressively responsible experience, 1 year of which was equivalent to at least the GS-04 grade level, which includes; Analyze problems to identify significant factors, gather pertinent data, and recognize solutions; Plan and organize work; Communicate effectively orally and in writing. This definition of general experience is typical of work performed at the next lower grade/level position in the federal service (GS-04). OR Education: Four year course of study leading to a bachelor's degree. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 36. Then divide your total number of completed undergraduate semester hours (or equivalent) by 120. Add the two percentages.

GS-07: Specialized Experience: One year of specialized experience which includes; 1) Reviewing or researching real estate policies, procedures, or regulations related to in-leasing practices; 2) Assisting higher graded staff in real estate tasks such as developing lease requirements or completing leasing documents. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05). OR Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position,. OR Superior Academic Achievement: Successful completion of all the requirements for a bachelor's degree with Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in Education above. [Note: Remove the words "such as that identified in Education above" if the position you are filling does not require education in specific fields found in an Individual Occupational Requirement.] Superior Academic Achievement is based on: (1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR (2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR (3) Honor Society Membership - Applicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/). OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. GS-09: Specialized Experience: One year of specialized experience which includes; 1) Determining real estate requirements for realty projects. 2) Ensuring that agreements or contracts are prepared in compliance with all applicable laws, regulations or policies. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. [remove LL.B or J.D., if unrelated] in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: [insert applicable field(s) of study]. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree.OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
