Summary

This position is located in the Operations Branch of the Loan Origination and Approval Division - Telecommunication, Rural Utilities Service.

The incumbent will be providing loan and financial analysis to commercial or non-commercial entities which apply for or have received grants, loans, and loan guarantees to finance the construction and operation, or utilization of telecommunications systems..

Responsibilities

  • Applies credit and lending policies, principles and procedures and financial analysis in the review of loan and grant proposals. Analyzes, reviews and processes telecommunications program loan and grant applications.
  • Performs analyses of a full range of highly complex and diversified financial data for telecommunications systems; Conducts special analyses of the management, business, and financial operations; Analyzes and evaluates pro forma financial forecasts.
  • Provides factual information to employee, managers/supervisors, State Offices, lenders/borrowers, potential clients, etc.
  • Drafts a variety of correspondence, reports, studies, and other documents. Participates in revising policies and procedures.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

Time in grade:Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.

For the GS- 12 level: Applicants must possess one (1) year of specialized experience equivalent to at least the next lower grade level; or its non-Federal equivalent that demonstrates: Providing complex loan and financial analysis to organizations which apply for loans, loan guarantees, and grants to finance the construction and operations of telecommunication systems. Developing and conducting analytical studies and financial and budget analysis of borrower's operations for the evaluation and future improvements of the operating and financial practices. Conducting risk analysis of assigned loan/borrower projects. There is no substitution of education for experience at the GS-12 level.

For the GS- 13 level
: Applicants must possess one (1) year of specialized experience equivalent to at least the next lower grade level; or its non-Federal equivalent that demonstrates: Providing financial management guidance to borrowers by analyzing financial statements and assessing risk. Assisting in the development of overall plans, policies and procedures as it relates to loan servicing programs. Assisting in developing and conducting analytical studies and financial analysis of borrower's operations for the evaluation and future improvements of the operating and financial practices. Conducting risk analysis of assigned loan/grant applications. Preparing legal documents and official correspondences. There is no substitution of education for experience at the GS-13 level.
