Metro is seeking a Director of Labor and Employee Relations to support the Vice President, Chief Labor and Employee Relations Officer. This person will help direct, lead and supervise the Labor Relations staff in performing their day to day responsibilities in a large multi-layered transportation authority. The ideal individual will be able to successfully multi-task several projects, including: establishing and supporting the Departments embedded service strategy, meeting key performance indicators, and overseeing the use of and analyzing reports from various supportive data bases used in processing and managing the grievances and arbitration processes and results. The right candidate will also be able to demonstrate the written and verbal communication skills to interact with the various managerial levels of the organization and the various individual leadership of the unionized workforces.

Minimum Qualifications

Education
  • Bachelor's Degree in Human Resources, Labor and Industrial Relations, Business Administration or a related field.

Experience
  • Ten (10) years of demonstrated experience in Human Relations, to include; a minimum of seven (7) years of experience in employee/labor relations, counseling, and/or employee dispute resolution. Supervisory and /or management experience; experience in the implementation, administration and/or interpretation of employment-related programs; and experience working in a union environment

Preferred Education
  • Master's Degree in Human Resources, Business Administration or a related field; or a Juris Doctorate Degree

Certification/Licensure
  • Senior Professional in Human Resources (SPHR)

Summary

The Director, Labor and Employee Relations provides leadership, direction, and supervision to the Office of Labor and Employee Relations staff. The incumbent carries out the development of the Authority's labor and employee relations strategies. Also, oversees and implements policies, programs, and initiatives; provides subject matter expertise and support to Authority leaders and maintains partnership relations with each to ensure the successful execution of all related initiatives, policies and procedures in both subject matter disciplines. The incumbent maintains and enhances the relationship with union leadership.

The incumbent leads and manages culture change and continuous efficiency improvements for the administration of the Office of Labor and Employee Relations programs and processes at all levels, across WMATA. The Director conducts policy review and standardization, implementation of compliance initiatives, and oversees the management of all collective bargaining agreements. The Director ensures that best practices are developed and implemented to execute day to day functions. The incumbent also oversees the Workplace Violence Policy, Bullying Policy, the religious accommodation program, participation on the Individual Assessment (IA) Panel for the criminal background check process, the thoroughness of investigations and unemployment insurance application verification process.

Develops and maintains positive relationships with union contacts for the purpose of carrying out the initiatives and policies of WMATA. Leads, initiates and manages a culture change that continuously moves to a more streamlined and efficient administration throughout WMATA in various divisions and management levels, especially in the Office of Labor and Employee Relations.

Essential Functions
  • Collaborates with executive management to execute, implement, and oversee ongoing labor and employee relations activities and ensure that they are consistent with policies and regulations.
  • Oversees the grievance process, arbitration hearings, all aspects of contract negotiations and the daily advice and guidance provided to organizational management and leadership.
  • Directs and provides guidance and instruction regarding all investigations into employee/managerial concerns. Evaluates and analyzes results and makes recommendations to resolve issues including reviewing management or staff recommendations for all disciplinary actions and employment terminations. Partners with various WMATA organizations to resolve multi-faceted situations.
  • Provides guidance, interpretation and enforcement of all provisions and procedures of WMATA collective bargaining agreements with all unions.
  • Participates in and/or advises on organizational change initiatives. Provides labor and employee relations best practice information and facilitates the most effective solutions for WMATA.
  • Directs and manages the Workplace Violence and Bullying Investigative process in concert with Metro Transit Police Department (MTPD), where applicable. Ensures resolutions for alleged concerns are appropriate, in compliance with contractual parameters, and in the best interest of the Authority.
  • Directs the preparation of information requested by external agencies or required for compliance with laws, including unemployment compensation. Approves all information submitted and serves as the primary contact with internal Counsel and outside government agencies on labor and employee relations issues.
  • Develops and maintains appropriate data and metrics to measure effectiveness of initiatives.

Other Functions
  • Oversees the implementation, administration and services provided by various Labor Relations outside contractors.
  • Directs and monitors the development and implementation of education/training vehicles that support business objectives in the areas of labor and employee relations matters.
