This position is located in the Information Systems Security Office Section, IT Security Division, Office of the Chief Information Officer.

The salary range indicated reflects the locality pay adjustments for the Washington, D.C., Metropolitan area.

This is a supervisory, non-bargaining unit position.

Responsibilities

Supervises a group of employees performing work at the GS-14 level. Assists the Library's Chief Information Security Officer (CISO) with administrative and technical supervision necessary for accomplishing the work of the unit.

Performs the administrative and human resource management functions relative to the staff supervised. Works with the CISO to create guidelines and performance expectations for staff members, which are clearly communicated through the formal employee performance management system. Observes workers' performance; demonstrates and conducts work performance critiques. Provides informal feedback and periodically evaluates employee performance. Resolves informal complaints and grievances. Works with the CISO to help develop work improvement plans, recommending personnel actions as necessary. Provides advice and counsel to workers related to work and administrative matters. Assures that subordinates are trained and fully comply with the provisions of the safety regulations. Effects disciplinary measures as appropriate to the authority delegated in this area. Reviews and approves or disapproves leave requests.

As a senior expert in the field of information technology (IT) security, provides authoritative advice and guidance to the Library's IT security program. Serves as senior expert and consultant to top Library management officials for advice on integrating IT security programs with other programs of equivalent scope and complexity. Advises other IT experts throughout the Library and its components on a variety of situations and issues that involve applying or adapting new theories, concepts, standards and/or practices resulting from the incumbent's leadership.

Assists the CISO with planning, developing, and coordinating agency-level information security programs and strategies, e.g., the Library workforce security training program, or security audit program. Assists in formulating Library -level IT initiatives in response to critical IT security issues. Plans and coordinates, under the direction of the CISO, Library-wide implementation of government-wide IT security defense strategies.

Works with the CISO on developing and implementing agency-wide project management procedures, tools, templates, activities, and infrastructure to align agency internal business practices with government-wide regulations and policies.

Assists in the formulation and administering control and management processes for information technology (IT) investment decisions, including a process for maximizing the value and managing the risk of IT acquisition and implementation. Monitors and evaluates the performance of IT investments on the basis of applicable performance measures.

Implement long-range risk and vulnerability assessments and provides systems security evaluations and reviews. Implements strategies and management guidelines for complex and changing information technology systems. Provides high level technical advice and counsel to top management and other key officials on matters relating to new or modified basic policies and programs that affect or relate to current and existing IT security functions and programs.

Assists the CISO with planning, developing and carrying out systems security contingency plans and disaster recovery procedures and programs; resolves conflicts that arise; integrates and coordinates the work of others as necessary and interprets policies in terms of established objectives.

Provides expert technical advice in the monitoring and evaluation of contractor activities on contracts covering the Library of Congress-wide systems. Directs, coordinates, and approves detailed planning design, development, programming, testing, documentation, training and implementation of information technology (IT) systems through the use of outside vendors and/or contractors.

Collaborates with vendors and end users to ensure that contract requirements are met, and that all activities are performed in compliance with the terms of the contract. Reviews work products of contract personnel, including accepting, amending or rejecting their work. Sets priorities and prepares schedules for completion of work.

Qualifications

Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision.

Ability to supervise and lead a diverse workforce.**

Knowledge of cybersecurity principles, methods, and tools.**

Ability to evaluate and monitor IT contracts.

Ability to interact collaboratively with others.

Ability to apply project management methodologies and techniques to manage complex IT projects.

Although it is the Library's policy to afford the maximum pay benefit to employees when setting rates of pay, a new appointee who has had no previous Federal service will generally be paid the minimum step of the grade.
