Summary

This position is located in the Loan Origination and Approval Division (OLOA) or Portfolio and Risk Assessment Division (PMRA) or Policy and Outreach Division (P&O), Engineering Branches within RUS - Telecommunications, USDA-Rural Development. The incumbent performs assignments that are selected to broaden skills and provide practical experience.

Responsibilities

  • Review plans, designs, design specifications, bids, and related documentation submitted by contractors and manufacturers in support of construction of outside telecommunications plant facilities.
  • Reviews and makes preliminary recommendations to supervisor on conventional plans, designs, design specifications, bids, related documentation submitted by contractors and manufacturers.
  • Engages in initial review of contract documents; review and analyzes bids and build out plans to ensure that projects are being constructed as proposed.
  • Provides technical advice and guidance on work pertaining to engineering of telecommunications.
  • Prepares and present plans, designs, reports, and correspondence on engineering aspect of engineering studies and findings.
  • Supervises a staff of Electrical engineers and other employees.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.

For the GS-07 Grade Level: Applicants must have 1 year of specialized experience equivalent to at least the GS-05; or its non- Federal equivalent that demonstrates: Experience providing limited and basic engineering support to senior staff; receiving projects of limited scope and difficulty designed to develop policy & technical engineering competencies. Under the guidance of senior level engineers, reviews cost estimates for telecommunications designs and projects. interpret basic computations and calculations.
OR
Bachelor's degree with Superior Academic Achievement (SAA) for two-grade interval positions
OR
Completion of one full academic year of graduate education
OR
Completed a 5-year program of study of at least 160 semester hours leading to a Bachelor of Engineering or higher degree
OR
Possess a degree in Engineering and experience as a Technician equivalent to grade GS-5 or higher that may be creditable towards 1 year of experience. Equivalent combination of education and experience are qualifying for this grade level. Superior Academic Achievement is based on (1) class standing, (2) grade-point average, or (3) honor society membership.1. Class standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, based on completed courses. 2. Grade-point average - Applicants must have a grade-point average of: 3.0 or higher out of a possible 4.0 as recorded on their official transcript, or as computed bases on 4 years of education, or as computed based on courses completed during the final two years of the curriculum; OR 3.5 or higher out of a possible 4.0 based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum. 3. Election to membership in a national scholastic honor society.

For the GS-09 Grade Level: Applicants must have 1 year of specialized experience equivalent to at least the GS-07; or its non-Federal equivalent that demonstrates: performing some or all of the following duties: Experience providing limited and basic engineering support to senior staff; receiving projects of limited scope and difficulty designed to develop policy & technical engineering competencies. Under the guidance of senior level engineers, reviews cost estimates for telecommunications designs and projects. interpret basic computations and calculations OR Master's or equivalent graduate degree
OR
2 full years of progressively higher level graduate education leading to such a degree, if related
OR
a Equivalent combination of education and experience are qualifying for this grade level.
